BOOK 8 m3&0 .The Chairman called to the attention of the Board the necessity for the appointment of a chairman and a director of the Occupational Safety and Health Act Program. The Board, upon motion of Commissioner Franklin D. Wicker, seconded by Commissioner J. Eugene Rogers, unanimously resolved to appoint Billy Ray Cameron as chairman and Mr. Hugh Brewer as director of OSHA Program for Lee County. and authorized the attendance of-these men at the training conferences to equip them to handle their positions. The Chairman called to the attention of the Board the next District meeting of the North Carolina Association of County Commissioners. Mr. Marc Sherrod appeared before the Board and reported on the activities.of the Lee County Youth Council. Chairman Gordon A. Wicker thanked Mr. Sherrod and the other members of the Council for their attendance at the meeting and for the activities that they are carrying on in the County. Commissioner Franklin D. Wicker reported to the Board that since the last budget deliberations a change had been made in the Blue Cross Insurance premiums. Commissioner William H. Cooper moved that the County Finance Officer be instructed to increase the budgetary allowance for the County's share of Blue Cross Health Insurance coverage to reflect the actual cost which the County will have to pay in keeping with the new premium schedule furnished by the company. The motion was duly seconded and upon a vote it was unanimously adopted. Mr. L. F. Meador appeared before the Board on behalf of the Lee County Planning Board. Mr. Meador was in attendance because the chairman had received a letter from Mr. John A. Berndt, a planner with the Department of Natural and Economic Resources. Mr. Berndt's letter was to the effect that the planning grant for Lee County had been delayed and information probably will not be available prior to the adoption of the budget.. In view of this fact, the Planning Board is requesting a meeting with the Commissioners to discuss: (1) The type of studies the Board of Commissioners would like to see the Planning Board take; (2) The support that will be given by the Commissioners in implementing the recommendations of the Planning Board; ,(3) The funding for technical assistance for the Planning Board after August 1, 1974. The matter was taken under advisement by the Board .Mrs. Mary Alice Holmes, Dr. M. Cade Covington, Mrs. Nan Howard, Mr. Mac Auman, Mr. Robert W. Dalrymple, Mr.. John Barringer, and Mr. J. Glenn Edwards, members of the Sanford-Lee County Board of Education appeared before the Board. Also in attendance were Superintendent Kenneth Brinson and Assistant Superintendent Ernest Atkinson. Mrs. Holmes spoke on behalf of the Board of Education and requested that the Board of Commissioners make available to the Board of Education the sum of $138,126.50 for the purchase of land adjoining the present site of the Sanford - 3-
