BODY .8 P4459 <br />Mr. Billy Ray Cameron, Director of Civil Preparedness, <br />appeared before the Board and reported that he had been <br />selected to attend a two-week course at the University of <br />Tennessee on the Civil Preparedness Program. The Board gave <br />authority to Mr. Cameron to attend said course. <br />Chairman Gordon A. Wicker reported that the Forest <br />Service had selected from the applicants for the ranger <br />position in Lee County the name of Michael Tripp and that <br />they deemed him qualified for such promotion and recommended <br />approval of his promotion of that position to the Board. The <br />Board, after consideration and discussion, unanimously <br />approved of the promotion of Mr. Michael Tripp to the position <br />of ranger. <br />The Chairman reported receiving a resolution from <br />the Cumberland County Board of Commissioners requesting that <br />the Department of Transportation reconsider its present <br />policy on neighborhood roads and that provision be made for <br />sufficient maintenance on these roads. Commissioner <br />Franklin D. Wicker moved the adoption of the following <br />resolution: <br />WHEREAS, there are many neighborhood roads <br />in the State of North Carolina not on the <br />secondary road system which are used by all people; <br />and <br />WHEREAS,.these roads are used to supply <br />essential government services such as mail routes <br />and school bus routes; and <br />WHEREAS', the Department of Transportation <br />in recent years has excluded these roads from <br />any minor maintenance which has been allowed in <br />the past; <br />NOW THEREFORE, BE IT RESOLVED that the <br />North Carolina Department of Transportation be <br />-requested to reconsider its present policy on <br />neighborhood roads in view of the citizens <br />being served by these roads and that provision <br />be made for sufficient maintenance on these <br />roads to keep them in proper condition for their <br />use as service roads to the people. <br />Commissioner Hal L. Hancock seconded the motion.and upon a <br />vote it.was unanimously adopted. <br />Commissioner William H. Cooper reported that the <br />request which had been previously made by Lee Brick and <br />Tile and Allis Chalmers for a sewer line would have to be <br />acted upon because of the increased cost of installing the <br />line if a cut was not made across new U. S. Highway No. 1. <br />Mr. Cooper explained that the cost of a cut would be <br />approximately $2,500.00 to $3,000.00; whereas if the Board <br />waited to bore through the roadway, the cost could approximate <br />$40,.00.0.00. Mr. Cooper further reported that these plants <br />had completed their additions and that the Tax Supervisor <br />had certified that the taxable assessments brought the <br />additions within the water and sewer policy of this Board. <br />Commissioner Cooper moved that the Board employ the engineering <br />firm of Pate & Mullins, Architects to prepare plans for <br />construction.of such a sewer line. Commissioner Franklin D. <br />Wicker seconded the motion and upon a vote it was unanimously <br />adopted. <br />-2- <br />
