BON 8 PACE366 Commissioner Franklin D. Wicker seconded the motion and upon a vote, it was. unanimously adopted. Chairman Gordon A. Wicker reported that the City of Sanford had adopted a resolution whereby they intended to reduce the Planning Board from ten (10) members to six (6) members with three (3) members to be appointed by the Board of Commissioners of Lee County and that a public hearing on this proposed action will be held at;7:30 o'clock p.m. on July 16, 1974. Mr. Robert Bracken of Pate & Mullins & Associates, appeared before the Board and-discussed the installation of a meter in the water line to serve the Jonesboro Middle School building. After considerable discussion, Commissioner William H. Cooper moved the Board to appropriate the-sum of $1,300.00 from the unappropriated surplus in the General Fund for the purpose of paying for the installation of a water tap at the Jonesboro Middle School. Commissioner Franklin D. Wicker seconded the motion and upon a roll call vote, Messrs. Cooper, Hancock, Rogers, F. Wicker, and G. Wicker all voted for it and no one. voted against it. .Mr. Robert Bracken of Pate & Mullins & Associates, appeared before the Board and stated that the paving contractor was requiring assurances that his work would not be delayed if he allowed the County to cut the prepared road bed for the purpose of installing conduits to all water and sewer lines if they would cross said highway on U. S. No. 1 North of Sanford. Mr. Bracken stated that Pate & Mullins & Associates of which he was a third owner would hold the County safe and harmless and if the County would give assurances to the paving contractor, then he would personally schedule and supervise the work so that the County would not incur any liability of any nature whatsoever concerning this matter. On behalf of such assurances, the Board authorized the Chairman and Clerk to sign the agreement with the paving contractor and the encroachment agreement with the State of North Carolina Department of Transportation. There was a general discussion about the acquisition of utility right of ways to 0. T. Sloan Park and path across the Berryman's property. The Board's recommendation was that the'Recreation Commission place its line within the right of ways of public streets and park streets. Commissioner J. Eugene Rogers moved that the Chairman and Clerk be authorized to 'sign the easement and right of way to the Carolina Power & Light Company. Commissioner William H. Cooper seconded the motion and upon a vote, it was unanimously adopted. Commissioner Franklin D. Wicker reported on the matters for consideration by Region J at its next meeting and requested comments and opinions from the other members of the Board about the various items that would be considered. The settlement of Nathan Crissman, Lee County Tax Collector, was presented to the Board and considered. The settlement was as follows:
