BON 8 PACE366 <br />Commissioner Franklin D. Wicker seconded the motion and upon <br />a vote, it was. unanimously adopted. <br />Chairman Gordon A. Wicker reported that the City <br />of Sanford had adopted a resolution whereby they intended to <br />reduce the Planning Board from ten (10) members to six (6) <br />members with three (3) members to be appointed by the Board <br />of Commissioners of Lee County and that a public hearing on <br />this proposed action will be held at;7:30 o'clock p.m. on <br />July 16, 1974. <br />Mr. Robert Bracken of Pate & Mullins & Associates, <br />appeared before the Board and-discussed the installation of <br />a meter in the water line to serve the Jonesboro Middle <br />School building. After considerable discussion, Commissioner <br />William H. Cooper moved the Board to appropriate the-sum of <br />$1,300.00 from the unappropriated surplus in the General <br />Fund for the purpose of paying for the installation of a <br />water tap at the Jonesboro Middle School. Commissioner <br />Franklin D. Wicker seconded the motion and upon a roll call <br />vote, Messrs. Cooper, Hancock, Rogers, F. Wicker, and G. Wicker <br />all voted for it and no one. voted against it. <br />.Mr. Robert Bracken of Pate & Mullins & Associates, <br />appeared before the Board and stated that the paving contractor <br />was requiring assurances that his work would not be delayed <br />if he allowed the County to cut the prepared road bed for the <br />purpose of installing conduits to all water and sewer lines <br />if they would cross said highway on U. S. No. 1 North of <br />Sanford. Mr. Bracken stated that Pate & Mullins & Associates <br />of which he was a third owner would hold the County safe and <br />harmless and if the County would give assurances to the <br />paving contractor, then he would personally schedule and <br />supervise the work so that the County would not incur any <br />liability of any nature whatsoever concerning this matter. <br />On behalf of such assurances, the Board authorized the <br />Chairman and Clerk to sign the agreement with the paving <br />contractor and the encroachment agreement with the State of <br />North Carolina Department of Transportation. <br />There was a general discussion about the acquisition <br />of utility right of ways to 0. T. Sloan Park and path across <br />the Berryman's property. The Board's recommendation was <br />that the'Recreation Commission place its line within the <br />right of ways of public streets and park streets. Commissioner <br />J. Eugene Rogers moved that the Chairman and Clerk be <br />authorized to 'sign the easement and right of way to the <br />Carolina Power & Light Company. Commissioner William H. <br />Cooper seconded the motion and upon a vote, it was unanimously <br />adopted. <br />Commissioner Franklin D. Wicker reported on the <br />matters for consideration by Region J at its next meeting <br />and requested comments and opinions from the other members <br />of the Board about the various items that would be considered. <br />The settlement of Nathan Crissman, Lee County Tax <br />Collector, was presented to the Board and considered.
