BK - 00026 PG - 1004 <br />LEE COUNTY <br />Committed Today for a Better Tomorrow <br />JOINT MEETING OF THE <br />COMMITTEE TO STUDY <br />INTERLOCAL AGREEMENTS BETWEEN THE <br />COUNTY OF LEE AND CITY OF SANFORD <br />SEPTEMBER 22, 2014 <br />The joint sub - committee appointed to study Interlocal Agreements and other matters between <br />the County of Lee and the City of Sanford met at 11:00 a.m., September 22, 2014, in the West End <br />Conference Room, Sanford City Hall, 225 Weatherspoon Street, Sanford, North Carolina, on said date. <br />Commissioner appointed members present were Amy M. Dalrymple, Kirk D. Smith, and James K. <br />Womack. City Council appointed members present were Mayor Chet Mann, Sam Gaskins, and <br />Rebecca Wyhof. County staff in attendance included County Manager John Crumpton, Assistant <br />County Manager /Finance Director Lisa Minter, Attorney Kerry Schmid, and Clerk to the Board Gaynell <br />Lee. <br />Mayor Chet Mann called the meeting to order. <br />The Committee heard a presentation from Brailsford & Dunlavey in reference to a Facility Needs <br />Assessment/Scope of Service for a Multi -Sport Event Complex to be located at O. T. Sloan Park on <br />Bragg Street. It was noted that four (4) responses to the Request for Qualification had been received. It <br />was noted during the presentation that the study would take three to five months to complete and would <br />cost approximately $68,000, with a survey to determine public input, which would cost in the range of <br />$12,000. The City of Sanford, Lee County, and the Sanford Area Soccer League (SASL) have already <br />contributed $35,000 for the study. It was decided the City, County and SASL would be asked to <br />provide the additional money needed to complete the study. <br />The Committee next discussed the Colon Road sewer lift station that was constructed by the <br />County in 2001 and is essential to growth in the northern part of the County. It was noted at this time <br />this matter was at a point that did not need to be discussed in a public session. Commissioner Smith <br />made a motion to go into Closed Session on behalf of the Commissioners. Motion was seconded by <br />Councilman Gaskins. Upon a vote, the motion passed unanimously and the Committee was in Closed <br />Session. <br />After completing business in Closed Session, the regular meeting resumed. <br />The Committee briefly discussed a road issue at the proposed site for the new VA office on <br />Broadway Road. It was noted by City staff that this is a DOT issue and not the City or County's. <br />With no further business to come before the Committee, Commissioner Dalrymple moved to <br />adjourn the meeting on behalf of the Commissioners. Councilman Wyhof seconded the motion, which <br />passed unanimously. <br />
