BK - 00026 PG - 1003 <br />A Resolution Supporting the Repeal of North Carolina Senate Bill 3 <br />RENEWABLE ENERGY AND ENERGY EFFICIENCY PORTFOLIO STANDARD, 2007 <br />WHEREAS, NC Senate Bill 3 — "Renewable Energy and Energy Efficiency Portfolio Standard" <br />dictates the power companies to increase their use of solar power, 6% by 2015 and 12% by <br />2021 <br />WHEREAS, The Renewable Energy and Energy Efficiency Portfolio Standard in order to meet <br />these dictates heavily subsidizes the solar energy industry through tax credits, forcing power <br />companies to purchase solar generated electricity at artificially inflated prices <br />WHEREAS, Subsidies by their nature artificially suppress and hide the true costs of solar power <br />WHEREAS, Solar power is far costlier than natural gas or coal for electricity production <br />WHEREAS, The Energy Information Administration projects by 2018 the total system costs of <br />solar photo voltaic to be $144.30 per MwHR and solar thermal to be $261.5 per MwHR <br />WHEREAS, Conventional natural gas $67.1 per MwHR and Advanced natural gas is $65.6 per <br />MwHR or conventional coal $100.1 per MwHR <br />WHEREAS, The power companies are allowed to pass these dictated costs onto the consumer <br />through higher electricity rates <br />WHEREAS, The solar industry artificially benefits from the higher mandates <br />WHEREAS, Those North Carolinian citizens on a fixed or lower income incur the higher <br />electricity rates and thus a greater burden on their family finances <br />WHEREAS, The higher electricity rates are not competitive for business and industry to locate in <br />North Carolina <br />WHEREAS, The free market allows for efficient and cost effective means of energy production <br />NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of the county of Lee in <br />North Carolina will support the efforts of the North Carolina Association of County <br />Commissioners to include as one of their legislative goals for 2015 "The Repeal of NC Senate <br />Bill 3 "Renewable Energy and Energy Efficiency Portfolio Standard" <br />NORTH CAROUNA, LEE C0 WTy <br />Present d for registration on Ilrk <br />of 20, .(V a � a <br />recorded In Book, _a Page 4 <br />M0111e A.
