BK:00026 PG - 1001
County Manager's Report — September 8, 2014
Ongoing Proiects
Clyde Rhyne Road Paving Project — This project is complete. All punch list items have
been completed by the contractor. Our Engineer has provided all documentation to DOT
for them to consider our application to take over road maintenance and accept the road
into the DOT system. The DOT Board meeting was to take place on September 3rd. We
will be able to provide an update to the Commissioners at the September meeting on the
outcome of the DOT meeting.
OT Sloan Facility Use Study - The committee of City and County employees set up to
accept requests for proposals for the OT Sloan Facility Study has reviewed and made a
recommendation to the City Manager for award of the study. In the coming weeks we
should hear from the City on their progress in moving forward.
Hillcrest Parking Lot Change Order — At the July 21St meeting of the County
Commissioners, the Board approved the repaving of an area in the lower parking lot.
After cutting out the asphalt, the contractor notified General Services that there was an
issue with the subgrade that was causing the issues with paving. After reviewing the
situation, General Services made the recommendation to remove the bad soil and replace
it. Since the parking lot was in bad condition and the project needed to be completed, I
approved the change order which will be paid for out of the General Services existing
budget.
Sale of Surplus Real Property — We did not receive any bids (twice) for the auctioneer
services for the sale of our Real Property surplus. We are in the process of developing a
new plan with our Attorney to develop a better way to sell the property. We have met with
a local Realtor and may have proposal for the Commissioners at our October 6th meeting.
Other Items
Request from District Attorney for More Assigned Parking Spots — Please see the
attached letter Vernon K. Stewart in reference to more assigned parking at the Lee County
Courthouse. This issue was discussed with Asst. District Attorney Mike Beam last winter
and no additional spots were given. Between the Clerk of Court, District Attorney and the
Sheriffs Office there are more and more requests for assigned parking areas. The
position of the Board has been not to give more spots — they are on first come first serve
basis. Some of the parking issues will be resolved when we move the COLTS vans to
the Government Center on October 1St (COLTS offices are moving to the Basement of
the Hillcrest Building). This still will not address the issue of "assigned" parking.
