The Board considered a Resolution Levying an Additional One-Quarter Percent (025%) County Sales and Use Tax. County Manager John Crumpton presented the resolution for consideration and stated the tax passed with 66.54% voting FOR and 33.46% voting AGAINST during the November T6 referendum. Mr. Crumpton stated $307,500 would be collected during FY 2009-2010 and $1.23 million in FY 2010-2011 with revenue from the sales tax going to Debt Service for the financing of renovation and construction work at the Lee County High School campus. If future funds allow, proceeds will be used for Debt Service on other K-14 Education Capital projects as listed in the County's 2010-2014 Capital Improvement Plan (CIP). Commissioner Shook discussed misstatements about her reasons for voting against the tax increase. She further stated her main concern with the project was adding $20 million of debt to the County with the economic situation we currently have. After discussion, Commissioner Reives moved to approve the Resolution Levying an Additional One-Quarter Percent (.025%) County Sales and Use Tax, a copy of which is attached to these minutes and by this reference made a part hereof. Upon a vote, the results were as follows: Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, and Reives Nay: Shook The Chairman ruled the motion had been adopted by a six to one vote. The Board considered appointments to the Lee County Rest Home-Nursing Home Advisory Board. Clerk to the Board Gaynell Lee stated that one member of the Advisory Board had submitted a letter of resignation and one member needed to be replaced because they had not attended any meetings during 2009. Two applications were presented for consideration. Commissioner Kelly moved to accept applications presented from Ms. Carol Bates and Ms. Diane Frazier to serve remaining term limits of the individuals being replaced on the Lee County Rest Home-Nursing Home Advisory Board. The Board discussed the November 19, 2010, joint meeting between the Lee County Board of Commissioners, Sanford City Council, Broadway Town Board of Commissioners, and Lee County Economic Development Corporation. Commissioner Dalrymple suggested a committee be formed to look at EDC strategies and goals in order to help bring more jobs to Lee County. Commissioner Reives stated the Lee County Board of Commissioners should take control of EDC and run it as a county department, which was the case prior to 1997. A January planning retreat of Commissioners and EDC Board members was discussed. No action was taken after a lengthy discussion. Finance Director Lisa Minter presented the Monthly Financial Report for month ending October 2009. No action was taken. County Manager John Crumpton discussed the upcoming Committee of 100 meeting and the NACo Conference scheduled for March 2010 in Washington, DC.
