B K: 00026 PG <br />LEE COUNTY <br />Committed Today for a Better Tomorrow <br />RECESSED MEETING <br />OF THE <br />LEE COUNTY BOARD OF COMMISSIONERS <br />106 HILLCREST DRIVE <br />SANFORD, NORTH CAROLINA 27330 <br />AUGUST 18, 2014 <br />The recessed meeting of the Board of Commissioners for the County of Lee, State of North <br />Carolina, convened at 6 p.m. in the Commissioners' Room, First Floor, Lee County Government <br />Center, 106 Hillcrest Drive, Sanford, North Carolina, on said date. Commissioners present were Amy <br />M. Dalrymple, Dr. Ricky D. Frazier, Dr. Andre Knecht, Robert T. Reives, Kirk D. Smith, and James K. <br />Womack. Chairman Charles T. Parks was absent due to sickness. <br />Vice Chairman Smith called the recessed meeting to order and the following business was <br />transacted: <br />Commissioner Frazier delivered the invocation. <br />The pledge of allegiance was recited. <br />The Board considered changes to the Agenda. County Manager John Crumpton stated that the <br />Deed of Easements for Bragg and Nash Streets for sidewalk installations was being pulled from the <br />Agenda per request of the City of Sanford. With no other changes made, Commissioner Frazier moved <br />to approve the Agenda as amended. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Reives, Smith, and Womack <br />Nay: None <br />Absent: Parks <br />Vice Chairman Smith ruled the motion had been adopted unanimously. <br />The first order of business was the Community and Economic Development Joint Use Facility <br />Buggy Factory Lease. County Manager John Crumpton stated that at the August 4th meeting, action on <br />this item was deferred until contracts could be agreed upon by all parties. In addition, Commissioners <br />asked several questions in reference to the agreements and the cost to move into the facility which <br />could not be addressed. The revised agreement addresses many of the issues that came up at the last <br />meeting. Mr. Crumpton stated as a reminder, the City of Sanford and the Lee County <br />Intergovernmental Relations Committee developed this plan to co- locate Community and Economic <br />Development departments and agencies into one facility. At the June 16th Commissioners meeting the <br />Board approved a Resolution of Support for the project. It is the intent of the City and County to co- <br />locate the following departments and agencies to the Buggy Factory — Partnership for Prosperity <br />(Chamber of Commerce and Economic Development), Community Development, Planning, Building <br />Inspections, Code Enforcement, Downtown Sanford Inc., Strategic Services (GIS), and Environmental <br />
