BK - 00026 PG:0892 <br />Aye: Dalrymple, Frazier, Knecht, Parks, Reives, Smith, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board then considered an agreement between the Harnett County Sheriff's Office <br />and the Lee County Sheriff's Office for temporary housing of inmates. Captain Holley explained <br />that an inspection of the County Jail by the North Carolina Division of Health Services revealed <br />that the shower facilities in the jail were noncompliant and needed to be repainted to be in <br />compliance. The agreement would provide funds for the temporary housing of no more than <br />twelve inmates at the Harnett County Detention Center, if necessary, while the jail is being <br />repainted. After discussion, Commissioner Dalrymple moved to approve the agreement, a copy <br />of which is attached to these Minutes and by this reference made a part hereof. Library <br />Director Michael Matochik was recognized to give a short overview of the application. Mr. <br />Matochik noted that Lee County's estimated allocation for the year was $105,128.00. <br />Commissioner Reives moved to approve the application, a copy of which is attached to these <br />Minutes and by this reference made a part hereof. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Parks, Reives, Smith, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Chairman Parks then recognized Commissioner Smith to give an overview of a Resolution <br />to repeal Section 2 -31 of the Code of Ordinances, which prohibits concealed handguns on County <br />Property. After reading the Resolution, Commissioner Smith then cited several reasons for his <br />support of the Resolution. Commissioner Smith asked the Board to postpone the vote until the <br />Board's September 8th meeting. Commissioner Dalrymple then asked the County Attorney for <br />information on State and Federal statutes banning the carrying of concealed firearms, even for <br />those with concealed carry permits. The Attorney provided a list of places where concealed <br />firearms are prohibited by State and Federal law and would not be affected by repeal of the County <br />ordinance. Commissioner Frazier expressed concern over having to face armed citizens at public <br />meetings that may react negatively to Board decisions. He also expressed concern for law <br />enforcement officials that may have to face groups of armed citizens in public buildings. In <br />response, Commissioner Womack stated that the current ordinance does not prevent non -law <br />abiding citizens from carrying as it is, and that there is an issue with this because law- abiding <br />citizens are prevented from carrying under the current ordinance. Chairman Parks urged the <br />Board to conduct further research on the issue before voting on it at the next meeting. Mr. <br />Crumpton said that he had asked Commissioner Smith to postpone the vote on the ordinance so <br />that the County employees could listen to the Commissioners' debate and draw their own <br />conclusions on the issue. He said that he had heard from employees on both sides of the issue. <br />He also noted that Henderson, Alamance and Cherokee counties have all allowed concealed <br />carry on County property and that they have not yet had any problems.
