t <br />Ir <br />Sanford/ Lee County Technical Review Committee Meeting Feb 22 2007 Notes <br />Below is a summary of the comments regarding the TRC review item noted below. <br />Subdivision for Bobby Branch - A new 36 lot major subdivision to be located off of Franklin <br />Drive (SR1332). The developer is proposed public water, public NCDOT streets & private septic to <br />serve this subdivision (Lee County's jurisdiction). Project Designer- Ken,l3rigbtAsrocater <br />Project representatives in attendance: hen & Mattha Bright and Bobby Branch <br />Project Status: Re-submittal is required. Please revise the preliminary plat as per the comments <br />noted below & hold the revised drawing package pending possible additional comments regarding <br />annexation requirement(s). <br />City of Sanford Engineering Department comments <br />• Eng. staff has been approached regarding the possible development of the Bobby Hall <br />property. The integration of the two designs, especially with regard to the extension of <br />public streets should be encouraged. <br />• Staff from the various departments should research the validity of requiring the developer to <br />annex this property into the corporate city limits in order to allow the connection <br />to/extension of public water to serve this development. There is a written policy within the <br />City public Works Dept. that directs a methodology for gathering information that may be <br />provided to City Council for their review/approval of the requirement to annex in order to <br />connect to city utilities. After discussion of the topic, Mr. Bridwell requested that Liz (long <br />range planner) be instructed to gather information relating to requiring the developer to <br />annex. Liz will follow-up with Brent & Bob and forward the findings to current planning <br />staff so that the developer may be informed as promptly as possible of city's decision. (hbe <br />City Public Forks bar detennined tbat the developer will not be requited to annel). <br />• The project engineer is to continue to work with the city engineering dept. regarding the <br />extension of public utilities. <br />• Standard note: The City reviews all projects taking place inside the City limits for items the <br />City has jurisdiction for, i.e., water and sewer lines, roadway, land use, setbacks, etc. Erosion <br />Control and other DWQ requirements are the responsibility of the State of North Carolina <br />to enforce and conforming to the permit requirements is the developer's responsibility. <br />During construction, the State is responsible for investigation to ensure compliance through <br />the construction process. <br />• Standard note: Please provide a digital copy (Autocad 2000) of the as-built drawing(s) to the <br />City Engineering Dept. <br />City of Sanford Public Works Department comments This subdivision as proposed is to be served <br />by public water private septic) and by public NCDOT maintained streets.
