8 MA <br />WHEREAS, this method of financing is.now available <br />to industry, in forty.-eight of fifty.states:, and <br />WHEREAS, the *cost of adequate .treatment .to.all types <br />of pollution discharges continues: to increase on a <br />daily basis,' and as Industrial Revenue Bond financing <br />has become a widely respected and established method <br />of obtaining funds at attractive interest rates and <br />on an attractive .term of payment; and <br />WHEREAS, this method of financing is not available <br />to the citizens of North Carolina's existing manu- <br />facturing, community; and North Carolina's.communities <br />are not able to choose whether.or not they will offer <br />prospective or-existing. employers the method of financing <br />existing in surrounding states; and <br />WHEREAS,. these conditions represent an intolerable <br />competitive disadvantage .to North`Carolina'Industry and <br />to North Carolina Communities who want to do this type <br />of financing;.and <br />WHEREAS,: The North Carolina Association.of County. <br />Commissioners, at .their annual meeting in August of <br />39,74,. did adopt a res'o'lution endorsing .this.change .to <br />the North.Carolina Constitution; and. <br />NOW,. THEREFORE,:BE IT RESOLVED.that the Lee County <br />Board of Commissioners do endorse and support the <br />.pending, Amendment to Chapter: V. of the North Carolina <br />Constitution. <br />Commissioner: Franklin-D. Wicker-seconded the motion and <br />upon a vote, it was unanimously adopted. <br />.The Board next discussed.the accommodations they made . <br />available.to the Election Board and discussed future plans <br />for storage'of the-voting machines:' <br />.The roster..of the Deep River. Fire Department was presented <br />to the Board. The Board approved.the roster. and directed that <br />it be certified to .the appropriate authorities. <br />.The written request of Dr. K. B.-Williams of Winston-Salem, <br />North Carolina, was presented to the Board requesting a refund <br />of $79.04,from.the 1974.tax levy. Dr. Williams stated that'. <br />.the dwelling at'213'Moore Street was destroyed by fire on <br />April 15,1 1973'and was incorrectly listed in 1974.'. Mr..James <br />L.-C1ark,.County: Tax Supervisor, investigated the matter. and <br />reported that the house had been destroyed prior to. January <br />lst,'.1974.. Commissioner: Franklin D. Wicker: moved that in view <br />of the destruction of the house and.the incorrect listing that <br />the sum of $7.9.04-be refunded to Dr. K..B. Williams by. the <br />Tax Collector. Commissioner J. Eugene Rogers 'seconded .the <br />motion and upon a vote,.it was unanimously adopted. <br />Chairman Gordon A. Wicker. reported that the Distributive <br />Education-Program Director at Greenwood School had made <br />application for. consideration of his students for parttime <br />work with the County. <br />-2-- <br />
