Commissioner Hancock moved that the sum'of $1,090.00 <br />be appropriated from the unappropriated;surplus,in the general <br />fund to the Water and Sewer Fund ~f'or`tfie'purpo'se'of paying J. C. <br />Johnson Construction Company for the connections at the school <br />maintenance garage. Commissioner Cooper seconded the motion, and <br />upon a roll call it was unanimously adopted. Messrs. Cooper, <br />Hancock, Rogers, F. Wicker and G. 'Wicker all voted for it. <br />The board next considered the proposed agreement between <br />the County and Mr.'Abelkop,'T/A Sanford Paper Stock Company, for <br />the salvaging of cardboard at the County landfill. The County <br />Attorney was instructed to add a paragraph providing that Mr. <br />Abelkop.would indemnify the County for his operations pursuant <br />to the,lease and to provide for a 30-day cancellation. With those <br />amendments, the Chairman and the Clerk were authorized to execute <br />the agreement on behalf of the County. Upon motion of Commissioner <br />Coooper, which motion was seconded by Commissioner Hancock, this <br />was unanimously adopted upon a .vote. <br />The 'Chairman read to the board a letter from the <br />Civitan Club soliciting the sales of fruit cakes.to the County <br />for its.employees. No action was taken upon this request.. <br />'The.Clerk was requested to advertise for objections for <br />the demolition of two structures on Hawkins Avenue. <br />The board resolved to-continue, its practice of observing <br />Veterans,'.Day on November 11th. <br />The Chairman reported on the meeting with respect to a <br />by-pass of.Sanford for U. S. Highway 421. After discussion <br />by- the members of the board, Commissioner Rogers moved the adoption <br />of a resolution favoring the construction of a by-pass for U. S. <br />Highway 421 and North Carolina Highway 87 around Sanford. <br />Commissioner Frank Wicker seconded the'motion, and upon a vote, <br />it was unanimously adopted..' <br />Mr. J. F. Hockaday, President of the Central Carolina <br />Technical Institute, appeared before the board and discussed <br />with them designating Sunday, October. 27th, 1974,. as Edwin A. Bell <br />Day in Lee County. Commissioner J. Eugene Rogers moved the adoption <br />of the following resolution,: <br />WHEREAS, Dr. Edwin Bell served his Lord and <br />fellow man.through many years of Ministry and <br />Baptist Associational Administration, both in <br />America and Europe'. <br />WHEREAS, Dr. Edwin Bell and his lovely wife, <br />Evelyn, chose Sanford and Lee County, North Carolina <br />as their retirement home. <br />WHEREAS, the abilities of Dr. Edwin'Bell were <br />quickly realized by persons of this community and <br />as a result of this recognition,he was 'called on to <br />render outstanding leadership in many facets of this <br />community's life. <br />WHEREAS, Dr. Edwin Bell was led to assume <br />responsibility as the Evening Director of.Continuing <br />Education for Central Carolina Technical Institute <br />from April, 1966 to July, 1973. <br />
