Commissioner Hancock moved that the sum'of $1,090.00 be appropriated from the unappropriated;surplus,in the general fund to the Water and Sewer Fund ~f'or`tfie'purpo'se'of paying J. C. Johnson Construction Company for the connections at the school maintenance garage. Commissioner Cooper seconded the motion, and upon a roll call it was unanimously adopted. Messrs. Cooper, Hancock, Rogers, F. Wicker and G. 'Wicker all voted for it. The board next considered the proposed agreement between the County and Mr.'Abelkop,'T/A Sanford Paper Stock Company, for the salvaging of cardboard at the County landfill. The County Attorney was instructed to add a paragraph providing that Mr. Abelkop.would indemnify the County for his operations pursuant to the,lease and to provide for a 30-day cancellation. With those amendments, the Chairman and the Clerk were authorized to execute the agreement on behalf of the County. Upon motion of Commissioner Coooper, which motion was seconded by Commissioner Hancock, this was unanimously adopted upon a .vote. The 'Chairman read to the board a letter from the Civitan Club soliciting the sales of fruit cakes.to the County for its.employees. No action was taken upon this request.. 'The.Clerk was requested to advertise for objections for the demolition of two structures on Hawkins Avenue. The board resolved to-continue, its practice of observing Veterans,'.Day on November 11th. The Chairman reported on the meeting with respect to a by-pass of.Sanford for U. S. Highway 421. After discussion by- the members of the board, Commissioner Rogers moved the adoption of a resolution favoring the construction of a by-pass for U. S. Highway 421 and North Carolina Highway 87 around Sanford. Commissioner Frank Wicker seconded the'motion, and upon a vote, it was unanimously adopted..' Mr. J. F. Hockaday, President of the Central Carolina Technical Institute, appeared before the board and discussed with them designating Sunday, October. 27th, 1974,. as Edwin A. Bell Day in Lee County. Commissioner J. Eugene Rogers moved the adoption of the following resolution,: WHEREAS, Dr. Edwin Bell served his Lord and fellow man.through many years of Ministry and Baptist Associational Administration, both in America and Europe'. WHEREAS, Dr. Edwin Bell and his lovely wife, Evelyn, chose Sanford and Lee County, North Carolina as their retirement home. WHEREAS, the abilities of Dr. Edwin'Bell were quickly realized by persons of this community and as a result of this recognition,he was 'called on to render outstanding leadership in many facets of this community's life. WHEREAS, Dr. Edwin Bell was led to assume responsibility as the Evening Director of.Continuing Education for Central Carolina Technical Institute from April, 1966 to July, 1973.
