MINUTES OF THE REGULAR MEETING <br />OF THE BOARD OF COMMISSIONERS <br />FOR THE COUNTY OF LEE, NORTH <br />CAROLINA <br />Monday, December 16, 1974 <br />The regular meeting of the Board of Commissioners for the <br />County of Lee, convened at 7:00 o'clock p. m., on Monday, December 16,19 74, <br />in the Commissioners' Room on the second floor of the County Office Building, <br />200 Wicker Street, Sanford, North Carolina. Those present were Commissioners <br />William H. Cooper, John E. Dotterer, Hal L. Hancock, Franklin D. Wicker, and <br />Gordon A. Wicker. None of the Commissioners were absent. <br />Chairmain Gordon A. Wicker presided and the following business <br />was transacted: <br />The minutes of the December 2nd, 1974, meeting were approved <br />and ordered recorded, upon motion of Commissioner Hancock, which motion was <br />duly seconded by Commissioner Franklin D. Wicker, and upon a vote was unanimous- <br />ly adopted. <br />The Chairman called to the attention of the Board that there was <br />a vacancy on the County Planning Board, and the name of Mr. Earl Sloan, Jr., <br />had been suggested for consideration by the Planning Board: After discussion; <br />Commissioner Franklin D. Wicker moved that Mr. Earl Sloan, Jr. , be appointed <br />to fill the vacancy on the Planning Board and to serve the unexpired portion of the <br />term which ends in 1976. Commissioner William H. Cooper seconded the motion <br />and upon a vote it was unanimously adopted, and the Chairman declared that Mr. <br />Sloan had been duly appointed.. <br />There was a discussion about the term of the office of Mr. Melvin <br />Phillips on the County Planning Board, which would soon expire. Commissioner <br />William H. Cooper moved that Mr. Melvin Phillips be re-appointed to serve an <br />additional term of three years. Commissioner Hal L. Hancock seconded the motion <br />and upon a vote it was unanimously adopted and the Chairman declared that Mr. <br />Phillips had been re-appointed to the Planning Board. <br />The Chairman then called on Commissioner Cooper and Comm- <br />issioner Hancock for a report regarding the motorcycle race track on the Sanford- <br />Tramway road. Commissioner Cooper spoke first and Commissioner Hancock <br />also reported. The County Attorney Hoyle then reported to the Board the legal <br />alternatives that. were open to the Board. Commissioner Franklin D. Wicker <br />stated he would like to hear from those present and Chairman Gordon A. Wicker <br />recognized a Mrs. Turner. She spoke in opposition to the track and requested <br />the Commissioners to re-locate the track. A Mr. James Oslin, who lives near <br />the track spoke and stated he did not object to the track. A Mr. A. J. Gaster, <br />who lives in the mobile home park across the railroad tract from the motorcycle <br />raceway spoke and said the operation of the track did not bother him. Mr. Gattis <br />Johnson, who stated he lives about 300 yards from the motorcycle raceway, said <br />he thought the track was a good thing but there may be some compromise that could <br />be worked out on the noise. Mrs. Phyllis Vendrick spoke.and stated that she was in <br />favor.of the race track but would like to see the noise controlled and thinks the <br />operation should be supervised to make sure that there is adequate ambulance and <br />bathroom facilities for the public. Mr. George McDermott, Attorney, stated that <br />Mr. Lowell Rickard, operator of the motorcycle raceway, would like to speak. <br />Mr. Rickard was recognized and stated that the Rescue Squad was on hand for <br />emergency service at all races and that porta-lets toilets had been rented for public <br />use and that two special deputies were on duty for traffic and crowd control. Mr. <br />Max Young also spoke. Mrs. Turner was recognized and spoke again. Mr. Oslin <br />
