0 0 4 <br />• Upon a vote, the results were as follows: <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Pursuant to N. C. Gen Stat 153A-52.1, Chairman Hayes opened the floor for public comments. <br />The following signed up to speak and were allowed 3 minutes for comments- <br />1 . Donnie Oldham, 2412 Brookwood Trail, Sanford (for 1/4 cent sales tax); <br />2. David Nestor, 403 N. Steele Street, Sanford (for Y4 cent sales tax); <br />1 Chet Mann, 1508 Von Cannon Circle, Sanford (for % cent sales tax); <br />4. Bob Joyce (representing Chamber of Commerce) (for % cent sales tax); <br />5. Keith Clark, 233 Chris Cole Road, Sanford (discussed fact there was no back-up <br />information for Commissioner Shook's item on the agenda in reference to the sales tax <br />referendum), <br />6. Tamara Brogan, 2520 Waterford Ct., Sanford (for4cent sales tax); <br />7. Harry Undy, 558 Argyll Drive, Sanford (for 1/4 cent sales tax); <br />8. Mike McDonald, 1904 Wedgewood Drive,ySanford (concerns the Commissioners acted <br />unwisely when they voted to proceed With the high school project not knowing where <br />funding would come from if the sales tax does not pass), <br />9. Shawn Williams„ 712 Wall Street, Sanfordk(representing the faith community) (for Y4 <br />cent sales tax); and <br />10. Tammy Rausch, 8504 Sugar Creek, ganford (not for any tax increase - disappointed <br />with the Commissioners) <br />The Board considered the first r~ sadingwgj f, a Lee County Graffiti Ordinance. Lt. David Prevatte <br />presented a Graffiti Ordinance for the Board to consider. Lt. Prevatte stated Sheriffs Department staff <br />had met with City of Sanford o ieials to workout a contract to assist with graffiti cleanup. Sheriff Carter <br />has alcn r~larjicated $5 000 from dr"a forfeiture mone'y' to begin the project. Questions and concerns <br />were expressed such as staffgoing on private property to conduct the cleanup. It was agreed to <br />proceed with the ordinance anwork through issues as they arise. After much discussion, <br />Commissioner Kelly moved to approve the first reading of the Lee County Graffiti Ordinance. Per <br />General Statute the Ordinance must be presented and voted on at two meetings before final approval. <br />Upon a vote of the first reading, the results were as follows: <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, Reives, and Shook <br />Nay None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered the purchase of a special operations vehicle for the Lee County Sheriff's <br />Department. Lt. David Prevatte presented the following bids and stated the vehicle would be used for <br />drug transactions and crime work: <br />Sirchie, Medford, NJ $ 72,976.00 <br />Odyssey Automotive $ 84,370.00 <br />• Specialty Vehicle Solutions $115,300.00 <br />
