46' <br />Commissioner John.E. Dotterer seconded the motion and <br />upon a roll call vote, Commissioners Cooper, Dotterer, Hancock, F. Wicker <br />and G. Wicker all voted for it and no one voted against it. The Chairman <br />declared that since the Ordinance had received the approval of all of the members <br />of the Board of Commissioners, pursuant to General Statute 153A-45, it was <br />duly adopted and would be recorded in the-Ordinance Book. <br />Mr. E. M. Underwood, Jr., County Auditor, appeared before <br />the Board and discussed with the Board, the provisions of House Bill 47, which <br />pertains to school budget and fiscal matters. The Board was of the opinion that <br />the provision denominated as 115-90, which allows the school boards to have <br />authority to transfer funds would encourage fiscal irresponsibility by school <br />boards and for that reason the bill should be opposed and that the Board's <br />opposition should be communicated to the North Carolina Association of County <br />Commissioners. The motion for such action was made by Commissioner Franklin <br />D. Wicker, duly seconded by Commissioner John E. Dotterer, and unanimously <br />adopted upon a vote. <br />Mr. Darrell Mullins, of the firm of Pate-Mullins, Architects, <br />appeared before the Board and reviewed plans for the Senior Citizens facility <br />to be constructed at the Seaboard Coastline Passenger Station. <br />The Chairman stated the time had arrived for holding a public <br />hearing with respect to the Community Development Act. Commissioner Hal L. <br />Hancock moved that the Board proceed to hold its public hearing. Commissioner <br />Franklin D. Wicker seconded the motion and upon a vote it was unanimously <br />adopted. The Chairman declared the public hearing open and recognized the <br />yf following persons: Mrs. Badgett, a representative of the Region J Council of <br />Governments; Mrs. Helen Dyer, representative of the League of Women Voters; <br />Mr.. W. Edward Keller, representative of the Black Civil League of Sanford; <br />Mr. Jesse Walker, a representative of the Northview Community Water System; <br />Mr. E. L. Gunther, representative of the Cumnock Water Association; Mr. <br />Harold McNeill, representative of the City of Sanford; Mr. Gilbert Matthews, <br />representative of Greenwood Water Association. After all persons who desired <br />to be recognized were given an opportunity to speak, Commissioner Franklin D. <br />Wicker moved that the public hearing be closed. Commissioner William H. <br />Cooper seconded the motion and upon a vote it was unanimously adopted. <br />Mr. W. J. Winfree, of Raleigh, North Carolina, Superintendent <br />of the Seaboard Coastline Railway Company, appeared before the Board and <br />presented a signed copy of the Lease between the County and the Seaboard Coast- <br />line Railroad, for the Passenger Station in Sanford, for use by the County, as a <br />Senior Citizens facility. <br />Mrs. Reggie Bowman, of the Council on Aging, appeared before <br />the Board, and presented representatives of the State and Federal Government <br />who were in Sanford to arrange public hearing relating to the transportation of <br />needs of the elderly. <br />Mrs. Badgett, a representative of the Region J Council of <br />Governments, appeared before the Board and had a discussion with the Board <br />concerning its application for grant funds under the Community Development <br />Act. <br />Commissioner John E. Dotterer, moved that the sum of <br />$1, 000. 00, be appropriated from the unappropriated surplus in the General <br />Fund to the General Assistance Account in the Social Services Fund and that <br />the sum of $800. 00 be appropriated from the unappropriated surplus in the <br />
