The written request of Alfred Wayne Brown, a member of <br />the Armed Forces, presently residing in Lee County, but whose permanent <br />home address ,is in a,'State other than that of North Carolina, for a refund <br />of his personal property taxes paid to the State of North Carolina, was presented <br />to the Board.* The request'was examined and considered as well as the certificate <br />of Warrant Officer Sims, attesting that under the Soilders' and Sailors'Civil <br />Relief Act of 1940, that he was of the opinion that the serviceman was entitled <br />to a refund since he was,not subject to North Carolina personal property tax. <br />Commissioner William H. Cooper moved that the Board authorize the Tax <br />Collector to refund to E-5 Alfred Wayne Brown of Company D, 25th Sig. Bn. , <br />Ft. Bragg, the sum of $43.49, for personal property tax paid November 5th, <br />1974, for the reason that he was not required to pay same as a member of the <br />Armed Forces under the Soldiers' and Salors' Civil Relief Act of 1940. Comm- <br />issioner Hal L. Hancock seconded the motion and upon a roll call vote, Messrs. <br />Cooper, Dotterer, Hancock, F. Wicker and G. Wicker, all voted for it and no <br />one voted against it. The Chairman declared the motion duly adopted, <br />Mr. L. F. Meador, Chairman of the Lee County Planning <br />Board, and Mr. John A. Berndt, Community Development Planner, appeared <br />before the Board and discussed the proposed ordinance providing for the adoption, <br />administration and enforcement of regulatory codes and specifying other duties <br />of inspection officials in Lee County. The original draft of the ordinance, the <br />recommendations of the Planning Board, and the recommendations of the <br />Community Development Planner, Mr. John A. Berndt, as to statutory changes <br />which had been made since the first draft was proposed, were considered and <br />discussed. Following the discussion, Commissioner Hal L. Hancock, moved <br />the adoption of the following: <br />THE BOARD OF COMMISSIONERS <br />FOR LEE COUNTY, DO ORDAIN: <br />
