o 472 <br />Commissioner William H. Cooper seconded the motion <br />and upon a vote, it was unanimously adopted. <br />Commisioner John E. Dotterer reported to the Board that <br />a larger area than Region J embraces is necessary for efficient planning in <br />health matters. Commissioner Dotterer moved that the Board go on record as <br />favoring the combining of Regions J and K, as a health planning area. Comm- <br />issioner Franklin D. Wicker seconded the motion and upon a vote, it was <br />unanimously adopted. <br />Mr. E. M. Underwood, Jr., Auditor, reported on House Bill <br />47, known as the School Fiscal Control Act. Mr. Underwood, stated that he had <br />been advised the North Carolina Association of County Commissioners had <br />recommended the bill be amended to provide for investment of surplus funds by <br />the County Finance Officer and otherwise, it be approved. Mr. Underwood stated <br />that in view of this action, the best way to incorporate the changes wanted by the <br />Board would be to submit them to the Senators and Representatives of this district <br />and request they amend the bill in the General Assembly. <br />Chairman Gordon A. Wicker reported on his trip to Washington, <br />D. C., to request Lee County be brought into the area under the jurisdiction of the <br />Coastal Plain Regional Commission. The Chairman stated he had reason to believe <br />this request might be favorably considered at this time due to the high rate of <br />unemployment existing in the County. <br />The Board then discussed House Bill No. 83, which would <br />amend the present law to provide that the Department of Corrections assume cost <br />of keeping persons committed for appellate safekeeping. The Board was in favor of <br />enactment of this bill and upon motion of Commissioner Dotterer, seconded by <br />Commissioner Franklin Wicker, unanimously resolved to record its endorsement of <br />same and to direct that the representatives from this area in both houses of the <br />General Assembly be notified to that effect. <br />The Board next discussed Senate Bill No. 134 which would <br />amend the present law to provide that the Department of Human Resources assume <br />the cost of medical examiners for investigation and autopsy. The Board favored <br />passage of this bill also. The Board unanimously resolved to record its approval <br />of such legislation and to direct that area legislators be so notified. <br />The Chairman then directed the Clerk to open and read the bids <br />received to demolish the structures owned by the County at Nos. 109 and 113 Haw- <br />kins Avenue, Sanford, North Carolina. The County had sought bids on two pro- <br />posals as follows: Proposal No. 1 was to remove the buildings and all debris. <br />Proposal No. 2 was to remove the buildings and debris and in addition thereto, <br />to remove the walks, driveways, and footings and to fill the basement area. Dotterer moved that the Board accept <br />the low bid for proposal no. 2, namely, the bid of Joe Morris in the amount of <br />$2, 300. 00. Commissioner Hal L. Hancock seconded the motion and upon a vote, <br />it was unanimously adopted. <br />
