boox 8 !F.U14 ,i l <br />$1, 000. 00, be appropriated from the unappropriated surplus in the General <br />Fund derived from nontax sources to the Bicentennial Commission Fund for <br />use in promoting Lee County, and that such funds could only be disbursed by <br />the County Finance Officer upon receipt of a purchase order approved by the <br />Chairman of the Bicentennial Commission. Commissioner William H. Cooper <br />seconded the motion and it was adopted upon a roll call vote wherein Commissioners <br />Cooper, Dotterer, Hancock, F. Wicker and G. Wicker, voted for it and no one <br />voted against it. <br />Mr. D. F. Holder, Sheriff of Lee County, appeared before the <br />Board and reported on personnel changes and requested approval of such changes <br />and salary increases commensurate with the positions to which the persons were <br />appointed. Commissioner William H. Cooper moved that the following actions of <br />D. F. Holder, as Sheriff, be approved: (1) The promotion of Sgt. O. C. Johnson <br />to the position of detective, which position's salary is presently funded by a grant; <br />(2) the promotion of Harold Thomas, from his present position as a deputy with <br />an annual salary of $7, 752. 00 to the position of Sergeant with an annual salary of <br />$8, 112. 00; the promotion of Ernest Tucker from his present position as a deputy <br />with an annual salary of $7, 752. 00 to the position of Sergeant with an annual <br />salary of $8, 112. 00. Commissioner Hal L. Hancock, seconded the motion and <br />upon a vote, it was unanimously adopted. <br />Sheriff D. F. Holder reported that the mechanic employed by <br />the County was doing an excellent job and the motor vehicles were in much better <br />shape and operating more efficiently. <br />Sheriff D. F. Holder reported to the Board that he was well <br />pleased with the new offices provided for his department. <br />Mr. E. N. Baker, Director of Recreation Department, appeared <br />before the Board and distributed copies of the schedule of programs conducted by <br />the Recreation Commission. Mr. Baker reviewed and discussed the various <br />programs with the Board. Mr. Baker suggested that the name of the commission <br />be changed to reflect the park program supervised by it. Commissioner John E. <br />Dotterer moved that the name of the Commission be changed from the "Recreation <br />Commission of Lee County" to "Lee County Parks and Recreation Commission", <br />and that all prior resolutions and ordinances be amended to reflect such change. <br />Commissioner Franklin D. Wicker seconded the motion and upon a vote it was <br />unanimously approved. <br />The Chairman stated that the next item of business was consid- <br />eration of the proposals from the various banks with offices in the County to act <br />as fiscal or paying agent on bonded indebtedness. Proposals had been received <br />from The Carolina Bank, First-Citizens Bank & Trust Company, and The North- <br />western Bank. The Southern National Bank of North Carolina replied to the inquiry <br />stating that its automated program for such services was not complete and that <br />a manually operated program would not be competitive. For this reason, it had <br />decided not to submit a proposal. The Mid-South Bank & Trust Company did not <br />submit a proposal. Mr. E. M. Underwood, Jr. , Auditor, was called on for his <br />explanation of the programs offered and for his recommendation. After consid- <br />eration of the proposals and discussion, Commissioner Hal L. Hancock moved <br />that the proposal submitted by First-Citizens Bank & Trust Company be accepted <br />and that the Chairman and Clerk be authorized to execute the agreement for such <br />services on behalf of the County. <br />Commissioner Franklin D. Wicker moved the adoption of the <br />following: <br />BE IT RESOLVED by the Commissioners <br />for Lee County that Lee County wishes to be a part of the <br />Raleigh-Wake Manpower Consortium for manpower pro- <br />grams under the Comprehensive and Employment Act <br />(CETA) 1973 for the fiscal year 1976. <br />
