~4 M <br />KIN 6 WE 482 <br />WHEREAS, The Housing and. <br />Community Development Act-of 1.974 through its <br />community, Development section offers incentives. <br />to local governments to develop plans.,-and programs <br />for blight elimination and prevention; and <br />WHEREAS, THE COUNTY OF LEE <br />agrees that there is a:need to develop ia comprehensive and <br />coordinated plan and program between local governments in <br />L'ee' County in order,to'riieet the needs of low and moderate <br />income,citizens and to address the problems of deteriorating <br />neighborhoods in the most effective` manner; and <br />WHEREAS, THE COUNTY OF LEE <br />Application for Community Development funding.:.. <br />specifies first year activities for such a plan and <br />program; <br />NOW, THEREFORE, BE IT RESOLVED <br />that the COUNTY OF LEE has formally adopted,the <br />LEE COUNTY COMMUNITY DEVELOPMENT APPLIC- <br />ATION and its contents tRerein and the COUNTY OF LEE <br />will work jointly with `thelother cooperating units to <br />implement the proposed program activities contained <br />in the-Application. <br />Commissioner. John E. Dotterer moved the adoption of the <br />foregoing resolution and Commissioner Franklin D. Wicker` seconded the motion., <br />Upon a vote, the. resolution was unanimously.adopte <br />Mrs:°,Chrys Bagett presented for.the°B'oard's consideration, <br />a statement of findings.as to the environmental impact of the Community , <br />Development Application. Commissioner'William A; Cooper moved that the <br />Board adopt the findings set''out in,,tll'ejenvir6nmenta3+review'which is a part of <br />the Community Developmeiit-Appli'cation:" Commissioner Hal L. `Hancock'second- <br />ed;the motion and upon a vote it was unanimously adopted. <br />Mr., C. S. Ragan and Mr, James Coats from the Department of <br />Social Services, appeared before the Board and presented and reviewed they <br />budget request for that department. Following extensive•discussion, Comm- <br />issioner Franklin D. Wicker moved that'the proposed budget be adopted on a <br />tentative basis and the Chairman be authorized to certify the necessary docu- <br />ments.to the State Department of Social Services. Commissioner William H. <br />.Cooper, seconded the motion and upon a roll. call vote, the motion was unanimously .1 1 .1 1. adopted. <br />Mr', Douglas, Wilkinson and Mr.' Clyde Rhyne, appeared before the <br />Board on behalf of the Board of Trustees- of Central Carolina Technical. Institute. <br />These gentlemen presented and discussed the budget request for the Technical <br />Institute for the coming fiscal year. <br />Certain requests for exemptions from the personnel policies <br />previously adopted, by the County were presented to the,Board. After discussion, <br />it was decided to refer these requests to the Personnel Board.for their recomm- <br />endations before taking action. <br />
