Community Development Act-of 1.974 through its community, Development section offers incentives. to local governments to develop plans.,-and programs for blight elimination and prevention; and WHEREAS, THE COUNTY OF LEE agrees that there is a:need to develop ia comprehensive and coordinated plan and program between local governments in L'ee' County in order,to'riieet the needs of low and moderate income,citizens and to address the problems of deteriorating neighborhoods in the most effective` manner; and WHEREAS, THE COUNTY OF LEE Application for Community Development funding.:.. specifies first year activities for such a plan and program; NOW, THEREFORE, BE IT RESOLVED that the COUNTY OF LEE has formally adopted,the LEE COUNTY COMMUNITY DEVELOPMENT APPLIC- ATION and its contents tRerein and the COUNTY OF LEE will work jointly with `thelother cooperating units to implement the proposed program activities contained in the-Application. Commissioner. John E. Dotterer moved the adoption of the foregoing resolution and Commissioner Franklin D. Wicker` seconded the motion., Upon a vote, the. resolution was unanimously.adopte Mrs:°,Chrys Bagett presented for.the°B'oard's consideration, a statement of findings.as to the environmental impact of the Community , Development Application. Commissioner'William A; Cooper moved that the Board adopt the findings set''out in,,tll'ejenvir6nmenta3+review'which is a part of the Community Developmeiit-Appli'cation:" Commissioner Hal L. `Hancock'second- ed;the motion and upon a vote it was unanimously adopted. Mr., C. S. Ragan and Mr, James Coats from the Department of Social Services, appeared before the Board and presented and reviewed they budget request for that department. Following extensive•discussion, Comm- issioner Franklin D. Wicker moved that'the proposed budget be adopted on a tentative basis and the Chairman be authorized to certify the necessary docu- ments.to the State Department of Social Services. Commissioner William H. .Cooper, seconded the motion and upon a roll. call vote, the motion was unanimously .1 1 .1 1. adopted. Mr', Douglas, Wilkinson and Mr.' Clyde Rhyne, appeared before the Board on behalf of the Board of Trustees- of Central Carolina Technical. Institute. These gentlemen presented and discussed the budget request for the Technical Institute for the coming fiscal year. Certain requests for exemptions from the personnel policies previously adopted, by the County were presented to the,Board. After discussion, it was decided to refer these requests to the Personnel Board.for their recomm- endations before taking action.
