Bu0}' ~ PfiGE~'t4J WHEREAS; Dr. Garvin has shown compassionate and concerned +leadership for his professional staff through his efforts to improve' working 'conditions and increase employee benefits such as the inclusion of all employees under the ` Retirement System in 1959; and, WHEREASDr. Garvin has been a spokesman for better public health care and has dedicated his life to the development of an. exemplary district health department; and, 'WHEREASDr. Garvin has requeste$ retirement as `of June 30, 1975, NOW, THEREFORE, BE.IT RESOLVED " that'the Board of Commissioners for Lee County: (1) Take official cognizance of the splendid, able, and dedicated service,of District Health Director- 0. ' David Garvin; 'and >,(2), Cause this resolution to become an official part of the, ,minute s of the District. Board of:, Health and a copy of this resolution be transmitted to the'Board of County Commissioners of each county, comprising the District; Commissioner'Franklin D. Hancock moved that the roster of the ' meniber.ship'of the, Tramway Ft-re Department be approved and certified to the ; appropriate agencies. Commissioner. Franklin D. Wicker seconded the motion and upon a vote, it,was unanimously; adopted,. The Chairman advised the. Board that a vacancy exited on;the, ' Lee County Social Services Board. and that the present member,' Mr. C. S. Ragan, was not eligible for 're-appointment. Upon motion made, seconded and unanimously adopted, it was resolved to appoint Mr. Bobby Hurley, as a member'of the Lee County Social Services-Board. , The Clerk vas instructed to write Mr. Ragan a. letter' of appreciation for his services. Upon motiori,nr ado, duly seconded and,unanimously adopted, the Board Resolved to open the public 'hear`ing on the budget. Dr. Cade Covington, Chairman, spoke on behalf of the Sanford- .Lee County Board, of Education: Dr. 'Covington stated that the Board` of Education had worked out a revised-budget within the-funds provided in the budget prepared by the Board of County Commissioners and that they would get along. with the money provided. There was next a discussion concerning the funds provided for the'Parks and Recreation Department. The Request was presented to the Board for $30; 006. 00, for-use by the Recreation Department. This Request.was tabled upon motion of Commissioner Dotterer, seconded by Commissioner'Franklin D. Wicker, which motion was adopted by a. majority vote and which motion only Commissioner Cooper voted against. The sum of $5, 892..00 upon motion made, 'seconded and unanimously adopted, was ordered deleted from the appropriation for'the"Parks and Recreation Department., There was a discussion between the members of the Board and Dr. Covington, Superintendent Brinson and Education Board member Robert Dalrymple, about various 'items of the budget pertaining
