0 BOOK 23 i E 88 <br />• Budget Amendment # 10/05/09/02 (copy attached), <br />• Contract with Mid-Carolina Workforce Development and CCCC (copy attached); <br />• Purchase of two new Dodge Chargers for the Sheriffs Department on State Contract at <br />$20,914.00 each; <br />• Grant award from the US Department of Justice to employ two additional full-time <br />deputies ($263,872.00); <br />• Grant award from the US Department of Justice to employ two additional full-time <br />Detention Officers ($235,700.00); and <br />• Grant award to upgrade equipment in the Crime Scene Forensic Lab ($35,685.00) <br />Upon a vote, the results were as follows: <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />No one signed up to speak during the Public Comments section of the meeting. <br />Mr. Russell Noel, 1413 Cherokee Trail, Sanford, completed the required paperwork to appear <br />before the Board of Commissioners. Mr. Noel discussed (1) Ethics Policy for elected and appointed <br />county officials; (2) Gang/Graffiti Ordinance, and (3) County spending relative to the budget and current <br />economic conditions. No action was taken on the above items. After Mr. Noel's presentation, the <br />Board discussed a Graffiti Ordinance that had been presented to the Board at their June 1, 2009 <br />meeting, with no action taken. Sheriff Tracy Carter stated he would meet soon with the County <br />Manager to discuss some of the Commissioners concerns related to the proposed Ordinance and <br />hopefully have the Ordinance placed on the agenda in the near future for consideration and approval. <br />The Board considered the re-appointment of Lee County Tax Administrator Dwane Brinson. <br />County Deputy Attorney Dale Talbert stated that according to the General Assembly of North Carolina, <br />the Office of County Assessor and the Office of Tax Collector are offices that may be held concurrently <br />by a qualified appointee. It was recommended that Mr. Brinson be re-appointed to the position of Tax <br />Administrator for a term expiring on June 30, 2011, and that he hold both the County Assessor and Tax <br />Collector positions. Commissioner Hayes moved to approve a Resolution of Re-appointment of Dwane <br />Brinson as Lee County Tax Administrator through June 30, 2011, a copy of which is attached to these <br />minutes and by this reference made a part hereof. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board discussed the scheduled November 19'" joint meeting with the Lee County Economic <br />Development Corporation (EDC), Sanford City Council, and Broadway Board of Commissioners. <br />Commissioner Reives expressed concerns about the current 14.2 percent unemployment rate and the <br />fact that the Board of Commissioners have not heard from EDC as to what is going on in the county <br />due to economic conditions. It was felt by Commissioner Reives that the Board is waiting too long to <br />have a meeting; concerned about the present; need to be made aware of what and/or any type <br />businesses might be coming to Lee County. Commissioner Reives stated he felt the Board needed to <br />be more aggressive at this time. Commissioner Dalrymple asked if Economic Development Director <br />2 <br />
