boox 23 Pact 124 <br />1. Bob Heuts, spoke on behalf of the Lee County Economic Development Corporation <br />2. Keith Clark, 233 Chris Cole Road, Sanford <br />No one present spoke in opposition to the proposed project. <br />Chairman Hayes closed the public hearing. <br />Economic Development Director Bob Heuts presented information pertaining to the second <br />economic development project with Frontier Spinning, LLC and asked that Lee County participate in the <br />cost of an economic development project with the Lee County Economic Development Corporation, <br />which consists of the cost of construction of additional space and new machinery at the Frontier <br />Spinning, LLC manufacturing plant. The Commissioners were asked to consider a grant sharing up to <br />$144,975.00 of the cost of the project with revenues from the Lee County General Fund to be paid out <br />over 5-years based on the value of the project to the County. <br />Chairman Hayes opened the public hearing for Frontier Spinning, LLC manufacturing as <br />advertised for this date and time. The following spoke in favor of the economic development project: <br />Bob Heuts, spoke on behalf of the Lee County Economic Development Corporation <br />No one present spoke in opposition to the proposed project. <br />Chairman Hayes closed the public hearing. <br />At this time the Board presented a resolution of recognition to Ms. Donna Cummings for her <br />retirement from Lee County Government with 30 years and 6 months of service. Without objection the <br />Chairman declared the resolution duly adopted and presented said resolution, a copy of which is <br />attached to these minutes and by this reference made a part hereof. <br />The Board considered a Proclamation for Farm-City Week. Ms. Katie Heldt, member of the 4-H <br />Barn Busters Club, and Farm-City Week Chairman Larry Long discussed Farm-City Week and <br />presented activities that will be held during Farm-City Week which is November 20-26, 2009. The <br />annual Farm-City Banquet will be held on Monday, November 23, 2009, at the McSwain Education <br />Center. Chairman Hayes moved to approve the proclamation designating November 20-26, 2009 as <br />Farm-City Week, a copy of which is attached to these minutes and by this reference made a part <br />hereof. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered an economic development agreement between Lee County Economic <br />Development Corporation and Red Wolf, LLC manufacturing. A public hearing had been held earlier in <br />the meeting concerning the 5-year $102,491.00 project. Chairman Hayes moved to approve an <br />Agreement Regarding Incentive Funds for Red Wolf LLC and Resolution Authorizing the Expenditure of <br />Funds for an Economic Development Project and Approving an Agreement with the Lee County <br />Economic Development Corporation, copies of which are attached to these minutes and by this <br />reference made a part hereof. Commissioner Shook made a substitute motion to defer consideration <br />on both the Red Wolf and Frontier Spinning agreements until after the November 19, 2009 joint <br />
