3 <br />LEE COUNTY <br />Committed Today for a Better Tomorrow <br />BUDGET WORK SESSION <br />OF THE <br />LEE COUNTY BOARD OF COMMISSIONERS <br />106 HILLCREST DRIVE <br />SANFORD, NORTH CAROLINA 27330 <br />JUNE 16, 2016 <br />The budget work session of the Board of Commissioners for the County of Lee, State of North <br />Carolina, convened at 5 p.m. in the Gordon Wicker Conference Room, First Floor, Lee County <br />Government Center, 106 Hillcrest Drive, Sanford, North Carolina, on said date. Commissioners <br />present were Amy M. Dalrymple, Dr. Ricky D. Frazier, Dr. Andre Knecht, Charles T. Parks, Robert T. <br />Reives, Kirk D. Smith, and James K. Womack. Staff in attendance included County Manager John <br />Crumpton, Assistant County Manager /Finance Director Lisa Minter, County Attorney Kerry Schmid, <br />Michael James, Management Fellow, and Clerk to the Board Gaynell Lee. <br />Chairman Parks called the budget work session to order. <br />Commissioner Frazier delivered the invocation. <br />The pledge of allegiance was recited. <br />The purpose of the work session was to discuss issues that arose during the previous two <br />budget work sessions and the County Commissioners June 2, 2014 regular meeting. Staff was <br />instructed to list possible changes that Commissioners discussed and place them on an agenda to be <br />discussed and voted on at this budget work session. <br />The first item on the agenda was a proposal from Commissioner Reives to raise the property tax <br />rate from 72 cents per 100 Dollars ($100.00) of valuation to 75 cents per 100 Dollars ($100.00). The <br />increase would generate $1,439,829 in new revenue that would be used for the following purposes: <br />• 1.8% COLA for County employees - $308,000, <br />• 1 % supplement increase to teachers - $375,000, <br />• 1 % supplement increase for non - classified positions - $100,000, <br />• Ten (1 new vehicles for the Sheriff's Department — 8 for the Sheriff's Department and <br />two (2) for School Resource Officers - $261,320, and <br />• Reduce the fund balance appropriation by $395,509. <br />Commissioner Womack stated Sheriff Carter did not attend the budget work session and stated <br />to him that he had another source to fund needed vehicles in his department. <br />
