BK - 00026 PG:0568 <br />The Board considered Budget Amendment # 06/02/14/15. Finance Director Lisa Minter <br />presented said Budget Amendment for the following: <br />Health Department — appropriate $2,678 in additional revenue from the State <br />to purchase contraceptives. <br />After a lengthy discussion, Commissioner Womack moved to approve Budget Amendment # <br />06102114115, a copy of which is attached to these Minutes and by this reference made a part hereof. <br />Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Parks, Reives, Smith, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />County Manager John Crumpton introduced House Bill 292 — Moratorium /Lawsuit for School <br />Funds that had been added to the Agenda at the beginning of the meeting. Mr. Crumpton stated <br />the North Carolina Association of County Commissioners (NCACC) has endorsed the Resolution <br />presented which addresses litigation between local boards of education and boards of county <br />commissioners that has resulted in costly legal fees for both parties that have reduced the amount <br />of taxpayers' dollars that are actually spent on education in the public schools. Litigation has also <br />led to prolonged legal battles including appeals to the North Carolina appellate courts keeping the <br />matters unresolved over several school years. If approved, the Resolution asked that Lee County <br />be included in the Bill. After discussion, Commissioner Smith moved to approve A Resolution of the <br />Lee County Board of Commissioners Requesting that the North Carolina General Assembly Include <br />Lee County on an act to Establish a Moratorium on Filing of Actions by Certain Local Boards of <br />Education Challenging the Sufficiency of Local Funds Appropriated by Boards of County <br />Commissioners, a copy of which is attached to these Minutes and by this reference made a part <br />hereof. After further discussion, Commissioner Womack asked Commissioner Smith to amend his <br />motion to approve the Resolution by striking words in the last "Now, Therefore" section. <br />Commissioner Smith amended his motion to approve the Resolution with the re- wording as <br />suggested by Commissioner Womack. Upon a vote of the amended motion, the results were as <br />follows: <br />Aye: Dalrymple, Frazier, Knecht, Parks, Reives, Smith, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />County Manager John Crumpton gave a brief update on the Clyde Rhyne Road paving <br />project, stated the Joint City- County Sub - Committee will be meeting at 11:30 a.m., Monday, June 9, <br />2014, in the Wicker Room at the Lee County Government Center. He also noted that <br />Commissioners will hold a budget work session at 5 p.m., June 16, 2014, in the Gordon Wicker <br />Conference Room. <br />With no other business to come before the Board, Commissioner Dalrymple moved to <br />adjourn the meeting.
