BK:00026 PG <br />Pursuant to N.C. General Statute §153A -42.1, Chairman Parks opened the floor for Public <br />Comments. The following signed up to speak and were allowed 3 minutes for comments: <br />1. Mr. Jay Calendine, 210 High Ridge Drive, Sanford (budget) <br />2. Mr. Charles Baker, 97 Oakleaf Road, Sanford (GKN agreement) <br />3. Mr. Larry (Doc) Oldham, 714 Clifton Lane, Sanford (GKN agreement) <br />The first order of business was to hold a public hearing on the proposed FY 2014 -15 budget <br />that was presented to the Board during their May 22, 2014 meeting. <br />Chairman Parks opened the public hearing that had been advertised for this date and time. <br />No one present spoke in favor of the proposed FY 2014 -15 Budget. <br />The following spoke in opposition to the proposed FY 2014 -15 Budget: <br />Mr. Jay Calendine, 210 High Ridge Drive, Sanford <br />Chairman Parks closed the public hearing. <br />The Board next held a public hearing for the proposed FY 2014 -15 fire district budgets. Mr. <br />Donald Andrews, Chairman of the Lee County Fire Advisory Board presented recommended fire tax <br />rates for the volunteer fire departments at the May 22, 2014 meeting of the Commissioners. <br />Chairman Parks opened the public hearing that had been advertised for this date and time. <br />No one present spoke for or against the proposed FY 2014 -15 fire district budgets. <br />Chairman Parks closed the public hearing. <br />Commissioner Reives discussed various items Commissioners had expressed an interest in <br />funding for the upcoming year (from past budget work sessions) that were not included in the <br />proposed FY 2014 -15 budget due to funding issues. He stated he couldn't support a budget that <br />excludes the County digging a deeper hole and the new Board coming on in December will have to <br />fix due to what the current Board has done. Commissioner Reives moved that the 3 cent tax cut <br />from last year be restored to replace the fund balance, provide a COLA for staff, fund new vehicle <br />requests from the Sheriff's Department, and provide a teacher supplement for teachers. After <br />further discussion, Commissioner Reives withdrew his motion. <br />The Board considered a recommendation from the Planning Board in reference to a petition <br />by Conveyor Technologies of Sanford, Inc. to rezone 1.23 acres of land on Womack Road from <br />Residential Agricultural district to Light Industrial district. Planner Althea Thompson stated that the <br />Planning Board unanimously recommended Commissioners approve the above referenced <br />rezoning petition. Commissioner Smith moved to accept the recommendation of the Planning <br />Board and to approve an Ordinance Amending the Official Zoning Map of Lee County, a copy of <br />which is attached to these Minutes and by this reference made a part hereof. Upon a vote, the <br />results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Parks, Reives, Smith, and Womack <br />Nay: None <br />2 <br />
