S <br />BK:00026 PG <br />L EE C <br />Committed Today for a Better Tomorrow <br />JOINT INTERLOCAL SUB - COMMITTEE GOVERNMENT MEETING <br />OF THE <br />COUNTY OF LEE AND CITY OF SANFORD <br />JUNE 9, 2014 <br />The joint sub - committee appointed to study interlocal agreements and other items of interest <br />between the County of Lee and the City of Sanford met at 11:30 a.m., June 9, 2014, in the Gordon <br />Wicker Conference Room, First Floor, Lee County Government Center, 106 Hillcrest Drive, Sanford, <br />North Carolina, on said date. Commissioner appointed members present were Amy M. Dalrymple, Kirk <br />D. Smith, and James K. Womack. County staff in attendance included County Manager John <br />Crumpton, Assistant County Manager /Finance Director Lisa Minter, County Attorney Kerry Schmid, <br />Management Fellow Michael James, and Clerk to the Board Gaynell Lee. <br />Vice - Chairman Smith called the meeting to order on behalf of the County and Mayor Chet Mann <br />called the meeting to order on behalf of the City. <br />The first item of interest discussed involved the joint Community Development/Economic <br />Development Facility. Three locations had been looked at for possible relocation of the above <br />referenced departments. However, the Buggy Factory located at the corner of Chatham Street and <br />Charlotte Avenue is the only one being considered at this time. A revised lease proposal had been <br />provided by Progressive Contracting Company, Inc., owners of the Buggy Factory, providing improved <br />office space information. Space has been re- designed for two floors instead of three as originally <br />proposed. County Manager John Crumpton stated he proposed the City and County split rent, utilities, <br />etc. 50/50, and the Chamber /EDC pay rent based on square footage. To date, a total of $600,000 has <br />been raised from private citizens as a fund raising effort for the Chamber /EDC project. It was also <br />stated that additional parking at the Buggy Factory has been addressed. Members of the sub- <br />committee agreed on the 50/50 proposal and the matter will go before each Board for final approval. <br />Mr. Crumpton stated he would present this matter to the Commissioners at their June 16th meeting. <br />The sub - committee discussed the proposed O. T. Sloan Park project. This proposed 21St <br />Century multi -sports complex project will serve Lee County as a whole and not just Sanford. A <br />feasibility study will need to be completed for the multi -sports complex. It was also stated that the <br />CCCC Board of Trustees does not wish to include the Civic Center project in the feasibility study at this <br />point, and they wish to address this on their own after their bond has been voted on in November. <br />Mayor Mann stated the Sanford Area Soccer League (SASL) that meets at the Lee County Fair <br />Grounds have expressed an interest in participating in the funding feasibility study for the O. T. Sloan <br />Park project in order to be able to use fields that are regulation. They have raised money and are <br />willing to donate $5,000 toward the study. The City and County would consider entering into some type <br />contract with SASL to manage the soccer portion of the complex. It is estimated that the feasibility <br />study, after the Civic Center portion is removed, will be approximately $28,000 - $30,000. The City and <br />County would pay approximately $12,500 each and SASL will contribute $5,000. After discussion, <br />Commissioner Dalrymple recommended the City and County move forward with the sports complex <br />
