P 1, -2 -- <br />"4 JOHNSON <br />CONSULTING <br />UNDERSTANDING OF THE ASSIGNMENT <br />Central Carolina Community College is investigating the merits of expanding the Dennis A. Wicker Civic <br />Center. It is envisaged that an expanded facility will serve the business that is either being inadequately served <br />by the market or cannot be accommodated in the market area. Additionally, CCCC and Lee County are <br />investigating the merits of developing a multi- sports complex nearby the Civic Center, the college, and the <br />high school to complement the existing recreational facilities, to serve these institutions, and to attract <br />tournaments to the area. <br />As CCCC and the County consider expanding the Civic Center and developing a multi-sports complex, the <br />following questions need to be addressed: <br />1. Market & Industry Potential: Which existing and proposed venues will the Civic Center and multi - <br />sport facility compete or complement with? What example facilities have been built in similar settings <br />and how have they performed. Who will utilize the facilities and what are their needs, desires and <br />expectations? What is the overall market potential of an expanded meeting facility and a recreational <br />and tournament facility and the resulting demand profile and attendance? <br />2. Program & Site Considerations: What size should the expanded Civic Center and proposed multi- <br />sports complex be? What physical attributes should each of these facilities have? What is each <br />facility's optimal configuration to capitalize on market trends? How much area is needed for support <br />space and parking? What is the broader development potential of the adjacent neighborhood? For <br />the multi- sports complex, given the optimal facility program, what site considerations should be <br />made a priority? How will linkages to hotel supply and entertainment offerings influence site <br />location? Are there deficiencies in these offerings that could impact operation of the facility? How <br />can these deficiencies be overcome? <br />3. Financial Feasibility & Operations: Are the expanded Civic Center and proposed multi- sports <br />complex financially feasible? If so, how will the facilities operate from it demand and financial <br />perspective, as well as from a management and business planning standpoint in the short, mid and <br />long term? <br />4. Impacts: What will be the economic and fiscal impact of the expanded Civic Center and proposed <br />multi- sports complex on I,ee County and North Carolina? What fiscal impacts will the facilities have? <br />How does the private sector benefit from the development? Can these fiscal benefits be used to help <br />fund the projects? <br />SCOPE OF WORK <br />Before a public assembly or recreational facility, such as conference center or sports complex, is developed, it <br />is critical to understand how a facility will perform in the market and if it is financially feasible.
