Law & Finance Meeting
Exhibit
Fachibit C
IT
" a JOHNSON
. CONSULTING
November 5, 2013
David A. Foster
Director
Dennis A. Wicker Civic Center
Central Carolina Community College
1801 Nash Street
Sanford, NC 27330
Re: IN Analysis & Financial Feasibility Study for Dennis A. Wicker Civic Center
Dear 1%Ir. Foster.
Johnson Consulting, in association with DPFG ("Consulting Team"), is pleased to submit this
Proposal to Central Carolina Community College CCCCC'J to conduct a study evaluating the market
potential, size, and financial feasibility of expanding the Dennis A. Wicker Civic Center and developing a
multi -sport complex. Johnson Consulting is an internationally regarded real estate and hospitality consulting
firm with specialized expertise in the development, improvement, and operation of multi- purpose centers,
convention centers, conference and events centers, arenas, sports complexes, fairgrounds, entertainment
facilities, theater and arts facilities. We regularly work- on conference /event center feasibility studies in the
U.S. and abroad, where we excel at developing effective reports that outline priorities, site selection, demand
potential, cost benefits, and short- and long -term strategies for business and facility plans that respond to
market opportunities and contribute to economic development and tourism.
Our work on public assembly centers, particularly in the South Atlantic, is extensive and involves a few of all
stages of the project from feasibility to strategic operations. Recently, we have been selected by Richland
County, South Carolina to develop a market feasibility and financial study for a development of a multi-
purpose amphitheater. We have developed similar studies for Charleston, South Carolina; Clemson, South
Carolina; and Columbia, South Carolina. In addition, we have also explored the operations and organizational
aspects of public assembly facilities, an example of such would be our recent performance review of the
Crown Center in Fayetteville, North Carolina.
For this assignment, we will work with Nashville -based Lose and Associates. We have conducted numerous
assignments with this firm and their experience in experience in park and recreation and sports venues is
essential to help draw meaningful conclusions about project feasibility. They provide us with site analysis
support, initial graphics for conceptual programming information, as well as cost assumptions. They have
worked on a variety of design and assessment projects in Tennessee, Georgia, and hfississippi
The balance of this letter outlines, our understanding of the assignment, scope of work, schedule, proposed
fees to perform our analysis, and the firm's overview. I will serve as the primary contact for this proposal,
should any questions or clarifications need to be addressed.
6 East Monroe Street I Fifth Floor I Chicago, Illinois 60603 I Phone: 312.447.2010 I Fax 312.444.1125
nMM.chic.com I Iohnsonfthic.com
