BK:00026 PG - 0558
County Manager's Report — May 22, 2014
Ongoing Proiects
Clyde Rhyne Road Paving Project — Lee County staff, The Wooten Company (our
Engineers) and Fred Smith Company (our Contractors) conducted the first on site
meeting for the paving project. At the time of the meeting on May 7th, Fred Smith had
been on site for 10 days. They had done an incredible amount of work. Due to a change
on another job site they were able to commit two crews to the project for the first few
weeks. This jump started the project and got them on schedule. If the weather holds,
they anticipate putting asphalt down in the next 30 days. They still anticipate a late
August/early September finish of the project.
Community & Economic Development Joint Use Facility — Mr. Wichard Hayward
contacted us about the design build concept at the Old Food Lion on North Horner. Based
on the information we provided him on the Buggy Factory, he indicated he could not
produce the same type of product. After hearing from the Atkins, they have notified me
that the proposal submitted is as is, unless the City and County were to become more
serious in the Old Belk Building on Steele Street. The next step in the process is to
propose a date to meet with the City /County Interlocal Government Committee and
discuss the next steps.
O T Sloan Sewer Line Project (Boys and Girls Club) — As an update on this project,
General Services is ready to send the applications for the new sewer line to DENR, the
City of Sanford, and CSX. All permits should be in hand in 6 to 8 weeks. The City has
agreed to take over ownership and maintenance of the line from a new man -hole to the
existing City line (within the railroad right of way) when the project is completed. The
County will be responsible for its own lines to the man -hole and the Boys and Girls Club
will be responsible for their line to the man -hole. Once all permits are received then
bidding of the project can begin. It is estimated that construction will cost $45,000, which
is not budgeted at this time.
Other Items
Incentive Payouts — 3M, Challenge Printing, Coty, Frontier Spinning, Magnetti Marelli,
Moore's Machine, Parkdale, Red Wolf, and Score Energy are all due incentive payouts
by June 30, 2014. In keeping with the Boards request, this is your notification payments
will be made to the above. We are still calculating the exact amounts for each payment
and that will be presented at the May 22nd meeting.
