Mr. Jerry Henry McNeill appeared Before the Board and, <br />requested that improvements be extended on •Secondary Road 1322".from the <br />end of the present pavement to the end of the road. The Board directed the <br />Clerk to determine what the status of this project is with the Department of <br />Transportation. <br />Monthly bills.as listed by the County Finance Officer were <br />presented to the Board and reviewed and discussed. Commissioner John E. <br />Dotterer moved that the bills be paid, Commissioner Hal L. Hancock seconded <br />the motion and upon a vote it was unanimously. adopted. <br />Commissioner Hal L. Hancock presented to the Board the roster <br />of the active firemen, of the Cape Fear Rural Fire Department; as of June 30, <br />1975." Commissioner Hancock moved that the list be approved and the Chairman <br />authorized to certify a roster to the North Carolina Firemen's Pension Fund <br />Division of the Department of State Auditor. Commissioner Franklin D. Wicker <br />seconded the motion and upon a vote it was unanimously adopted. <br />. Mr. Leon Penney, Director, Ms. Gloria Bryant, Director of <br />Housing and Community Development, and Mr. Jim Kornegay, Estimator and <br />Construction Supervisor of the Johnston-Lee Community Action Agency, <br />appeared before the'Board and discussed the CETA"Project and Housing Renovation. <br />The Chairman announced that the time for the public hearing <br />on the mobile home ordinance had arrived. Commissioner Franklin D. Wicker <br />moved that the Board open the, public hearing. Commissioner Hal L. Hancock <br />seconded the motion and it was unanimously adopted. Mr. John Berndt reviewed <br />the proposed ordinance. Members of the public who spoke were Messrs. Boyd <br />Douglas, Van Croce, Ed Hall, Jesse Calcutt, Jim Rumboldt, Fred Epley, Virgil. <br />Cranford, Pete Hart, Ed Byrd and Hubert: Garner. A majority of,those speaking <br />either operated mobile home parks or sold mobile homes. While some expressed <br />the need for some regulation, the majority were opposed to the ordinance as <br />drawn. After all had been given an opportunity to express themselves, the <br />Chairman thanked them for their attendance and upon motion of Commissioner <br />Cooper, seconded by Commissioner Hancoc},, the public hearing was closed, <br />The Board, upon motion of Commissioner Cooper, seconded <br />by Commissioner Franklin D. Wicker, authorized the Chairman and Clerk to <br />execute agreements for easements to the Southern Railroad, for the sanitary <br />sewer'line by the Allis-Chalmers Plant and the appropriation of $100.00 from <br />the unappropriated surplus in the General Fund for payment for said easement, <br />which is to come ultimately from bond funds. On a roll call vote, Messrs. <br />Cooper, Dotterer, Hancock, F. Wicker *and G. Wicker, all voted for it and no <br />one voted against it. <br />Commissioner Franklin D. Wicker moved that the County <br />Finance Officer send out a letter to.all departments and agencies advising <br />them to be prudent in spending their budget appropriation and under no circum- <br />stances are they to exceed their budgetary appropriation nor is the Finance <br />Officer to approve any purchase orders in excess of such budgetary appropriation. <br />Commissioner Cooper seconded the motion and upon a vote it was unanimously <br />adopted. <br />Commissioner Hal L. Hancock gave,,a report on;the.Convention <br />of the North Carolina Association of County Commissioners. Commissioner <br />Hal L. Hancock moved the adoption of the following resolution with respect to <br />Mr, James L. Clark, Tax Supervisor of Lee'County: ' <br />
