Commissioner. John E. Dotterer moved that the budget alloc; <br />ation for current expense for the Sanford-Lee County Board of Education be <br />revised to correspond with the request presented to them by Superintendent <br />Brinson. Commissioner Franklin D. Wicker seconded the motion and upon a <br />roll call, vote, Messrs. Cooper, Dotterer, Hancock, F. Wicker and G. Wicker <br />all voted for it and no one voted against it. <br />Mr. Elwin Buchanan, Mr.' Robert Bracken, and. Mr. Darrell <br />Mullins, of Pate-Mullins & Associates, appeared before the Boardand dis- <br />cussed the Community Development Program. Commissioner William H. <br />Cooper moved that Mr. L. F. Meador, Mr.. Sammie Lee Pearson and Comm- <br />issioner Franklin D. Wicker be appointed as the advisory committee for Comm- <br />unity Development for Lee County. Commissioner John E., Dotterer seconded <br />the motion.and upon,a vote it was unanimously adopted. <br />Commissioner William H. Cooper`moved that the two offices <br />at the southeast corner of the second floor of'the County Office Building, which <br />were formerly occupied by the County Accountant be made available as offices <br />for the space of the Community Development Program.- Commissioner Dotterer <br />seconded the motion and upon a vote it was unanimously adopted. <br />Commissioner William H.. Cooper moved that the County employ <br />the firm of Pate-Mullins & Associates to do the emergency'-work on the <br />Community Development projects as theirse;rvicesimay.be needed.Comm- <br />issioner Dotterer seconded the motion and upon a vote it 'was unanimously <br />adopted. { <br />The Board discussedthe proposed plan about the proposed <br />hospital site. <br />The Board next discussed a report received from the Highway <br />Division of the Department of Transportation and it appears that the' Secondary <br />Road allocation will provide only enough funds approximately to pave one mile <br />of roads. <br />Commissioner John E. Dotterer moved the adoption of the <br />following ordinance regulating the business of massage and massage parlors: <br />BE IT'ORDAINED BY THE BOARD OF COMMISSIONERS <br />FOR LEE COUNTY: <br />Section 1. , Definitions`. (a) "Massagist" <br />(masseur, masseuse). One who offers to massage <br />another for a salary or fee. <br />(b) "Massage parlor". Any place <br />of business where massagists are employed to offer <br />massage for a salary or fee.' <br />Section 2; Licensed health professional <br />excluded. Licensed health professionals acting in the <br />ordinary.course of their profession are not "massagists" <br />as, defined in section l (a) nor owners of "massage <br />parlors" as defined in section 1(b). <br />b <br />
