WHEREAS,,the attached petition has been <br />filed with the Board of County Commissioners of the County <br />of Lee requesting that the above described road, the location <br />of which has been indicated in red on the attached map, be <br />added to the Secondary Road System; and <br />WHEREAS, the Board of County Commissioners <br />is of the opinion that the above, described road should be added to <br />the Secondary Road System, if the road meets minimum standards <br />and criteria established by the State Highway Commission for the <br />addition of roads to the System. <br />. NOW, THEREFORE, be it resolved by the Board <br />of County Commissioners of the County of Lee that the State Highway <br />Commission is hereby requested to review the above described road, <br />and to take over the road for maintenance if it meets established <br />standards and criteria. - <br />Commissioner William H. Cooper seconded the motion and upon a <br />vote it was unanimously adopted. <br />Lt. Col. Elbert McPhaul of the North Carolina National Guard <br />appeared before the Board about finalyzing proceedings on the local armory. <br />Lt. Co. McPhaul and the members of the Board discussed the procedures for <br />adding on to the armory to meet local needs for athletic contests and after a <br />review of the procedures and the control which would be exercised over the <br />facility, Commissioner John E. Dotterer moved that the Board abandon any project <br />to expand the plans to add to the armory. Commissioner William H. Cooper <br />seconded the motion and upon a vote it was adopted by a majority vote. Chairman <br />Gordon A. Wicker voted "no" on the proposition and requested that the minutes <br />reflect his vote. <br />Mr. Wiley B. Teal, of the North Carolina Department of Human <br />Resources, the Division of Youth Services, appeared before the Board and <br />discussed whether or not the Commissioners would be interested in joining with <br />a ten county area for the establishment of a juvenile detention center.. Commissioner <br />Dotterer moved that consideration of such action be deferred for two months <br />during which period the Chairman would contact the Wake County authorities <br />and see if arrangements could be made for detaining Lee County juveniles in <br />their facility and Mr. Teal would contact the other counties in the region and <br />determine their willingness to participate in such a project. Commissioner <br />William H. Cooper seconded the motion and upon a vote, it was unanimously <br />adopted. <br />Mr. Fred Hughes appeared before the Board and advised them <br />that he prepared historical maps and was considering the preparation of such a <br />map on Lee County. and requested the County to purchase enough maps for free <br />distribution to each school child and estimated the costs of the County's participation <br />of the project would. cost $Z, 500. 00. The Board was of the opinion that this would <br />not be a public purpose expenditure of funds and therefore declined to participate <br />at this time. <br />The Chairman presented for consideration by the Board, two <br />resolutions from the Lee County Medical Society with respect to the Mental Health <br />Program conducted in Lee County.
