BSc}; A ~k.GE <br />Commissioner Franklin D. Wicker presented a resolution <br />pertaining to a charter revision of the' Triangle J Council of Government. <br />After discussion, Commissioner Franklin D. Wicker moved the adoption of the <br />following resolution: <br />1, BE IT RESOLVED BY THE BOARD OF <br />COMMISSIONERS OF THE COUNTY OF LEE, that the <br />charter of the Triangle J Council of Governments is . , <br />hereby amended as follows: The last sentence of para- <br />graph 2 of Article 8, Quorum and Voting Requirements, <br />is stricken and the following two sentences substituted <br />therefor: "In the case of any weighted voting question <br />delegates representing member local governments with.. <br />at least two thirds of the aggregate votes of the member. <br />local governments shall be present and participating. <br />An affirmative vote of at least two thirds of the votes cast <br />shall be required to decide any weighted voting question. <br />2. BE IT FURTHER RESOLVED that this <br />charter change shall become effective upon its adoption by <br />at least two thirds of the participating governmental units <br />in the Triangle J Council of Governments. <br />. Commissioner Hal L. Hancock seconded the motion and upon a <br />vote it was unanimously adopted. <br />Representatives of the Johnston-Lee Community Action, Inc. , <br />appeared before the Board and presented a report on the Emergency Energy. <br />Conservation Program. The Board designated Commissioner Franklin D. Wicker <br />to serve as its representative on the Advisory Committee pertaining to Energy <br />Programs under the supervision of the Johnston-Lee Community Action, Inc. <br />The Board requested the County Attorney to prepare an agreement <br />so that houses occupied by tenants could be winterized under the Energy Program <br />if the Landlord would agree not to increase the rent based on the value of this <br />improvement for a period of two winters. <br />There being no further business to come before the session, <br />it was adjourned. <br />A.
