<br />The Chairman reminded the members" of. the Board that the
<br />annual meeting of the'Sandhills Area Development Association, would be held
<br />tonight 1mRichmond County.
<br />The Chairman had the letter from Pate-Mullins & Associates,,
<br />dated October 23, 1975, about the fire protection system' in the Clawson
<br />Williams Industrial Park. The substance-.of the r•eportwas to the effect that
<br />the water flow in the existing lines was not adequate and a ground storage tank.
<br />is necessary,
<br />Mr. E.'C. Dobbs, who, lives on U. S. Highway No. 1, south of
<br />Sanford,, near the Dutch, Farm Restaurant,; appeared'before the Board and
<br />stated that people-in his area were experiencing trouble 'in getting 'water. The
<br />.Board told Mr. Dobbs-they would have the Director of the :.Community Develop-
<br />ment Program investigate the matter but,the'y -had no water system and this
<br />was the only program which might afford them some.assistance at this time,
<br />Commissioner John.& Dotterer moved. the adoption of the
<br />following resolution -providing for the annual registration of mobile homes: .
<br />WHEREAS, house trailers,, mobile homes and similar vehicular .
<br />devices.and structures, as defined herein;. have becorne increasingly prominent
<br />as temporary and permanent business or residential quarters,, and are classified
<br />for ad valorem tax purposes as personal property, are subject to inspection and
<br />approval as to' construction and component parts pursuant to the State Building
<br />Code, and are subject to to other applicable laws; and
<br />WHEREAS, due to the mobility of said vehicles, it is difficult to
<br />ascertain those subject to.listing for ad valorem tax purposes and subject to other
<br />applicable local ordinances as referred to herein; and
<br />WHEREAS, it is desirable to establish a means of'registering said
<br />vehicles within Lee County and to provide an annual record of,said mobile homes
<br />and similar devices located within the County for-ad valorem tax purposes, and
<br />to provide a record'of said vehicles for other lawful governmental purposes; and
<br />WHEREAS, it appears the establishment of a.procedure and means
<br />of registering said vehicles .will provide for effective regulation and control for
<br />the purposes referred to herein;
<br />NOW,THEREFORE, BE IT ORDAINED by the Board of Commissioners
<br />of Lee County:
<br />Section 1. Definition.
<br />As used in this Ordinance,, the tersm "mobile home", "trailer",
<br />or "house trailer" (all being referred to herein. as'"mobile homes") shall mean.
<br />and shall be so construed.to'mean any vehicle oristructure,'so desgnedtand con-
<br />structed'as will permit occupancy;thereof'as sleeping quarters or a residence,.
<br />temporary or permanent, for:one or more persons; or the conduct of any, business
<br />or profession, occupation or trade,, or similar. use thereof as,a. selling.or adver-
<br />tising device; and so designed that.it is or'may be mounted on wheels for the purpose
<br />of conveyance on the,.public streets; roads or,highways;a-propelled.or drawn,by.its
<br />own or'other power, and shall include all such mobile homes, rega'rdlevs of the
<br />fact that they are underpinned or placed on a permanent foundation, until such.time
<br />as the mobile homed assumes the' character of real property and is so listed for
<br />
