BK 00026 PG <br />LEE C01, <br />1, IN "541,"l- - V"A <br />Committed Today for a Better Tomorrow <br />SPECIAL CALLED JOINT MEETING <br />OF THE <br />LEE COUNTY BOARD OF COMMISSIONERS <br />AND <br />CENTRAL CAROLINA COMMUNITY COLLEGE BOARD OF TRUSTEES <br />APRIL 21, 2014 <br />The special called joint meeting of the Board of Commissioners for the County of Lee, State of <br />North Carolina, and the Central Carolina Community College (CCCC) Board of Trustees, was held in <br />the Gordon Wicker Conference Room, First Floor, Lee County Government Center, 106 Hillcrest Drive, <br />Sanford, North Carolina, on said date. Commissioners present were Amy M. Dalrymple, Dr. Ricky D. <br />Frazier, Charles T. Parks, Robert T. Reives, Kirk D. Smith, and James K. Womack. Dr. Andre Knecht <br />was absent from the meeting. Staff present included County Manager John Crumpton, Assistant <br />County Manager /Finance Director Lisa Minter, Legal Clerk Kerry Schmid, MPA Student Michael James, <br />and Clerk to the Board Gaynell Lee. <br />Chairman Parks welcomed everyone and called the meeting to order for the Lee County Board <br />of Commissioners. <br />Mr. Julian Philpot, Chairman of the CCCC Board of Trustees called the meeting to order for the <br />College. <br />It was noted the purpose of the meeting was to discuss a Resolution supporting a $23 million <br />bond referendum for the November election. <br />Dr. Bud Marchant, President of CCCC provided numbers of Lee County students attending <br />classes in Chatham and Harnett counties for various programs. <br />The College stated all the specifics had not been ironed out yet but they would be organizing a <br />committee to educate the public on the upcoming bond referendum if approved by the Commissioners. <br />Chairman Parks questioned if vacant buildings in the City could be used instead of constructing <br />new buildings. <br />Commissioner Womack stated he would like to see a business case plan provided as to why the <br />new buildings are needed, the number of students to be housed in each building, show that by certain <br />skill sets the unemployment rate can be changed, and show specific numbers of medical /health related <br />courses that are needed over the next 5 -7 years. <br />County Manager John Crumpton stated the Commissioners would need to approve a <br />Resolution asking the bond referendum be placed on the November ballot by the first meeting in May to <br />begin the process through bond counsel and the Local Government Commission. <br />
