w. <br />.~if~3 S <br />BOOK' <br />The Chairman then presented the anhual'statement of, expenditures <br />for the Lee County Secondary Road Construction Fund for the calendar year <br />1975, which had been prepared by H. H. Jordan, the Division Engineer for the <br />Department of Transportation. This report was reviewed by the Commissioners. <br />Ms. Nancy Stewart, Vocation Rehabilitation Councilor, appeared <br />before the Board and requested that the entrances to the building be altered to <br />provide access to handicapped persons. The Chairman appointed Commissioner <br />Dotterer and Commissioner Franklin D. Wicker as a committee to investigate the <br />possibility of making such alterations and requested that they report their findings <br />to the Board when their investigations were complete. . <br />Mr. Donald Simpson, Housing Contractor, appeared before the <br />Board, requesting. that the Housing Inspector, be directed to change his inspection <br />procedures concerning temporary heat in dwellings during the construction phase. <br />Mr. Scoggins, the Inspector,• appeared and recounted the difficulties he had ex- <br />perienced in receiving cooperation from contractors concerning electrical service <br />for temporary heat in dwellings under construction. The Chairman appointed <br />Commissioner Cooper and Franklin Wicker as a committee to look into the matter <br />and report their findings to the Board. <br />Reverend Ed Gunter appeared before the Board on behalf of the <br />Exodus House,. Inc., which operates a half-way house for alcoholics.', Reverend <br />Gunter asked for financial assistance for the operation of the center. There <br />was a discussion concerning the program and the supervision and assistance <br />given to this program by the Lee-Harnett Mental Health Authority. Commissioner <br />Dotter er .requested'a report from the Mental Health Authority. <br />Mr.'Darrell Mullins and Mr. <br />Rober J. Commissioner Hal L. Hancock seconded the mot ion and upon a roll call <br />vote, Commissioners Cooper, Dotterer, Hancock and F. Wicker alxl voted for it <br />and Commissioner Gordon A. Wicker voted against it. The Chairman declared <br />the motion adopted by a majority vote. <br />Commissioner William H. Cooper moved that the sum of <br />$20,000. 00 be appropriated from the Unappropriated Surplus in the General Fund <br />to the Maintenance Fund to replace the'funds spent on the Armory '.and for <br />landscaping at the Senior Citizens Facility. , Commissioner Hal L. .Hancock.. <br />seconded the motion and upon a roll call vote, Commissioners Cooper, Dotterer, <br />Hancock, F. Wicker and G. Wicker all voted for itxand'no;one voted `against it. <br />x~ . <br />
