BOOK FAGE s~ i <br />Mr. Boyd Douglas, the operator of a mobile home park, <br />spoke in opposition to the ordinance. <br />Mr. Elwin Buchanan, Community Development Director, <br />and Messrs.. Morton and Chester, of the staff of Williams and Works', appeared <br />before the Board. Mr. Buchanan reviewed the Community Development projects <br />which are underway and presented a pre-application for the Community Develop- <br />ment Programs for next year. Commissioner John, E. Dotterer moved that the <br />budget for the 1975 Community Development Program be amended to appropriate <br />the sum of $800. 00 from Temporary Housing to Aerial Photography, for a map <br />of the Lyons Bottom section of the County. Commissioner William H. Cooper <br />seconded the motion and upon a vote, Messrs. Cooper, Dotterer, F. Wicker <br />and G. Wicker all voted for it. <br />Upon motion of William H. Cooper, seconded by Commissioner <br />John E. Dotterer, which motion was unanimously adopted, it was resolved to <br />authorize the Chairman to file an application for assistance from the State of ' <br />North Carolina for the Northview sewer line and to authorize the Chairman <br />to file such supporting documents as may be necessary to secure approval of <br />such application. <br />The Board next proceeded to open tHe'bids received for the' <br />construction of the Broadway water line which is a Community Development <br />project. The bids received were as follows: <br />1. Blue Contracting Company $ 23, 930.00 <br />2. J. C. Johnson Construction Company 25, 585.00 <br />3. Shutt Hartman Company 28, 375.00 <br />4. Mack N. Nixon 30,343.00 <br />After receiving the recommendations of the representatives from <br />Williams & Works, and discussing the project with them, and upon motion of <br />Commissioner William H. Cooper,' seconded by Commissioner John E. Dotterer <br />and unanimously adopted, the Board resolved to award the bid to Blue Contracting <br />Company, the low bidder, subject to the approval of Housing and Urban Develop- <br />ment and upon receipt of such approval, authorize the Chairman and Clerk to <br />execute a contract for the' construction of said project. <br />Representatives of the Triangle Housing Development Corporation, <br />appeared before the Board and presented a program illustrated with slides <br />showing the rehabilitation program carried on by that organization. <br />Upon motion of Commissioner Franklin D. Wicker, seconded <br />by Commissioner John E. Dotterer, and unanimously adopted, it~was <br />resolved to request the North Carolina Housing Finance Agency to approve <br />eight units of the Wicker Apartments to be full rent supplement units under <br />Section 8 of the Community Development Act. Commissioner John. E. Dotterer <br />seconded the motion and upon a vote it was unanimously adopted. , <br />Commissioner Franklin D. Wicker moved that the sum of <br />$1,100. 00 be appropriated from the Emergency and Contingency Fund to the <br />Maintenance Fund for the purchase of trailer units suitable for use as offices. <br />Commissioner John E. Dotterer seconded the motion and upon a vote it was <br />unanimously adopted. <br />The Tax Supervisor appeared before the Board and presented a <br />list of firms who had requested an extension of time for the listing of taxes. <br />Upon motion of Commissioner Franklin D. Wicker, seconded by Commissioner <br />John E. Dotterer, which motion was unanimously adopted, it was resolved to <br />grant the applicants upon the list presented by the Tax Supervisor, until <br />March 31, 1976, to complete listing of their 'business property. <br />
