BOOK 8 5?? <br />A copy of the written report of Mr. Nathan Crissman, Tax Collector, <br />for his collections during the month of January 1976, were presented to the Board. <br />The monthly statements as listed by the County Finance Officer, <br />were distributed to the members of-the Board for their consideration. <br />Commissioner John E. Dotterer moved that the Board proceed to <br />hold a public hearing on the proposed mobile home ordinance. Commissioner <br />Franklin D. Wicker seconded the motion and Chairman Gordon A. Wicker declared <br />the meeting open. All members of the public who desired to be heard were given <br />an opportunity without limit to speak. After all parties had been heard„ Comm- <br />issioner John E. Dotterer moved that the hearing be closed. Franklin D. Wicker <br />seconded the motion and upon a vote it was unanimously adopted and the meeting <br />closed in accordance with the resolution. <br />The minutes of the meetings held on January 5th and January 19, <br />1976, were approved, upon motion of Commissioner Dotterer, seconded by <br />Commissioner Hancock, which motion was unanimously adopted. <br />The monthly bills were approved for payment upon motion'of <br />Commissioner Hancock, seconded by Commissioner Dotterer; which motion was <br />unanimously adopted. <br />Mr. Elwin Buchanan, Community Development Director, appeared <br />before the Board and reviewed the status of the projects currently-being undertaken <br />by his agency. <br />Commissioner Dotterer moved that the utility lines at the new <br />Armory and to the Sanford Walker Corporation industrial site be included in the <br />application to the State of North Carolina for a state grant to aid in the construct- <br />ion of said lines. Commissioner Franklin Wicker seconded the motion and upon <br />a vote it was unanimously adopted. <br />Commissioner John E. Dotterer moved that the sum of $214.70 <br />be appropriated from the Emergency and Contingency Fund for the purpose for <br />paying $100.00 to the Norfolk-Southern Railway Company for a license to construct <br />and maintain an 8 inch sewer pipe line and a 6 inch sewer pipeline across the <br />property of said railroad company near McQueen, North Carolina, which is a <br />part of the sewer line near the Allis-Chalmers Industrial Site, and the sum of <br />$114. 70 to the Seaboard Coastline Railroad, which is the County's pro rata share <br />of the ad valorem taxes on the Senior Citizens Center-leased from the Seaboard <br />Coastline Railroad. <br />The Board next took under consideration a resolution'to establish <br />the just compensation for.the Community Development site in Broadway. Comm- <br />issioner Franklin D. Wicker moved the adoption of the following resolution: <br />WHEREAS, appraisal reports by Messrs. <br />Danny L. Cape and Joseph-R. Utley for parcels shown on the <br />attachments to this resolution,. were presented to the Lee <br />County Board of Commissioners for their review; and <br />WHEREAS, a review appraiser's (Mr. <br />Albert C. Adcock), Fair Market Value determination and <br />his report therein was reviewed by the Board of Commissioners <br />at the meeting held on February 2, 1976; and <br />WHEREAS, information pertaining to the name <br />of owner, parcel number and location was available to each <br />member of the Board of Commissioners; and <br />
