r BOOK S 7A5E~? was referred to Mr. Elwin Buchanan,. Community Development Program Director. Commissioner Hal L. Hancock reported that Moore County was willing to extend fire protection to portions of Lee-County,. if the Board of Commissioners would pay for the service. There followed a general discussion about fire protection in the County and Commissioner Hancock was asked to get a map prepared to show the areas presently served by fire departments. Mr. Jim Coates, Director of the Department of Social Services, appeared before the Board and discussed the appointment of a committee to study juvenile delinquency. He presented a written report setting forth his recommen- dations which was discussed.. Commissioner John E. Dotterer moved that the recommendations of Mr. Coates be accepted and approved and that Mr. Coates serve as Chairman of this task forceand that the composition of the task force be determined at the next meeting of the Board. The motion was seconded and upon a vote was unanimously adopted. Mr. Jim Coates, Director of Social Services,. appeared before the Board and requested the transfer of $300. 00 from the item for contract services to the item for maintenance within the Social Services Department budget for the purpose of putting carpeting.in the hall of the older building used for offices by that Department. Upon motion of Commissioner Dotterer, seconded.by Comm- issioner Hancock, which motion was unanimously adopted, the budgetary transfer was approved. Upon motion of Commissioner Dotterer,. duly, seconded by , Commissioner Hancock, which motion was unanimously'.adopted, it was resolved to appropriate the sum of $175. 00 from the unappropriated surplus in the General Fund to the maintenance budget at the Courthouse for the purpose of purchasing a' display counter for'$175. 00 from Galloway's Furniture'Shop. Upon a roll call vote, Messrs. Cooper, Dotterer, Hancock, F. Wicker and G. Wicker all voted for the resolution. Upon motion of Commissioner Dotterer,. seconded by Commissioner Hancock, it was resolved to authorize the maintenance crews to install tile flooring at the Health Center building. The Chairman read to the members of the Board, a letter of Mr. James Pate of Williams & Works, to the City of Sanford, requesting an understanding concerning the storage facilities for fire protection at the Clawson L. Williams Industrial Park. Mr. Elwin Buchanan appeared before the Board in connection with the public hearing concerning the Community Development Programs for the next year.. Commissioner Dotterer moved that the public hearing be open and Comm- issioner Franklin D. Wicker seconded the motion. Upon a vote, the motion was unanaimously adopted and the Chairman opened the public hearing and recognized Mr. Buchanan, the Community Development Director. Mr. Buchanan outlined the Community Development Program for the benefit of the members of the Board and all those present. Mrs. Annie Laurie Pomeranz and Mrs., Rachel Guthrie, direct- ed inquiries to the Director concerning the proposed programs as, well as members of the Board. After all members of the public had had an'opportunity to speak or make inquiries of the Director, Commissioner Dotterer moved that the meeting be closed. Commissioner Franklin D. Wicker seconded the motion and upon a vote the motion was unanimously carried and the public hearing closed. The copy of the written report of Lee County Agricultural Extension Service was presented to each member of the Board.
