81:Cd 60 <br />adequate funds for proper operation, maintenance and <br />administration of the recommended and approved system <br />to be conveyed by the county to the City of Sanford. Lee <br />County will require the City of Sanford to provide for <br />efficient operation and maintenance of the project on com- <br />pletion of construction thereof. <br />That Gordon A. Wicker, Chairman of the <br />Lee County Board of Commissioners, and successors so <br />titled, is hereby authorized to execute and file an application <br />on behalf of Lee County with the State of North Carolina for a <br />grant to aid in the construction of the wastewater collection <br />mains hereinabove described. <br />That Gordon A. Wicker, Chairman of the <br />Lee County Board of.Commissioners and successors so <br />titled, is hereby authorized and directed to furnish such <br />information as the appropriate State agency may request in <br />connection with such application or the project; to make the <br />assurances as contained above; and to execute such other. <br />documents as may be required in connection with the <br />application. <br />That Lee County has substantially complied <br />or will substantially comply with all Federal, State, and <br />local laws, rules, regulations,, and ordinances applicable to <br />the project and to State grants pertaining thereto; and hereby <br />authorize the above designated representative to execute an <br />affidavit so stating. <br />Commissioner John E. Dotterer seconded the motion and upon a vote <br />it was unanimously adopted. <br />Commissioner John E. Dotterer moved that Chairman Gordon A. <br />Wicker be,authorized to execute an affidavit of compliance with Federal, State, <br />and Local Laws, Rules, Regulations and Ordinances, as follows: <br />That LEE COUNTY has substantially complied <br />or will substantially comply with all Federal, State, and Local <br />laws, rules, regulations,' and ordinances applicable to construction <br />of the Northview and Sanford-Walker wastewater collection mains <br />and to Federal and State grants pertaining thereto. <br />Commissioner Franklin D. Wicker. seconded the motion and upon a <br />vote it was unanimously adopted. <br />Commissioner Hal L. Hancock moved the adoption of the following <br />resolution: <br />WHEREAS, LEE COUNTY has need for and <br />intends to establish a public facility known as the San-Lee <br />Recreation and Educational Park for the purpose of fostering <br />the improved health and well being of its residers, and <br />WHEREAS, the aforementioned project also <br />will provide employment opportunities and raise the economic <br />level of unemployed and underemployed persons in the county, part- <br />icularly persons at or.below poverty level,, and <br />a <br />
