Cooper moved that the sum of $3, 000. 00 <br />be appropriated from the unappropriated surplus in the General Fund to the Fund <br />for the Sheriff's Department for the purchase of two automobiles. from the State <br />of North Carolina at the price of $1, 500. 00 each. Commissioner Sohn E. <br />Dotterer seconded the motion and upon a roll call vote, Messrs. Cooper, <br />Dotterer, Hancock, Franklin D. Wicker and Gordon A. Wicker all voted for it <br />and no one voted against it. <br />The Board next took up for consideration the recommendation of <br />the Board of Trustees of the Local Governmental Employees Retirement System <br />to make changes in the system identical to the changes.,made in the State Em- <br />ployees System by the 1975 General Assembly. Upon motion of Commissioner <br />Franklin D. Wicker, seconded by Commissioner Hancock, which motion was <br />unanimously carried, it-was RESOLVED to support the proposals of the Board <br />of Trustees of the: Local Governmental Employees Retirement System and,the <br />Finance Officer was authorized and directed to notify the North Carolina Association <br />of County Commissioners of its support for such recommendations. <br />Upon motion of Commissioner John E. Dotterer, duly seconded by <br />Commissioner Franklin D. Wicker, which motion was unanimously adopted, it <br />was RESOLVED to endorse and approve the, application of the Emergency Medical <br />Services Councils of Regions J & K for funding for the preparation of a detailed <br />Emergency Medical Services Plan for Regions J & K. <br />Mr. Elwin J. Buchanan, Community Development Director, <br />appeared before the Board and reviewed the, status of the projects being super- <br />vised by his agency, Upon motion of Commissioner John E. Dotterer, duly <br />seconded by Commissioner Hal L. Hancock, which motion was unanimously <br />adopted,, it was RESOLVED to authorize the execution of an agreement with the <br />City on the construction and operation of the Walker Northview and School <br />Utility lines. <br />Commissioner William H. Cooper moved the adoption of the <br />following resolution: <br />WHEREAS, The North Carolina Clean <br />Water Bond Act of 1971 has authorized the making of grants <br />to aid eligible units of government in financing the cost of <br />preparing "201" Facilities Plans, construction of wastewater <br />treatment works, wastewater collections systems,' and water <br />supply systems, and <br />WHEREAS; Lee County has need for and intends <br />to construct collection mains which upon completion shall be <br />connected to and become part of the Sanford, N. C. , Municipal <br />Wastewater Collection System, and <br />WHEREAS, Lee County intends to request <br />State grant assistance for the project from the Lee County <br />allocation, <br />NOW THEREFORE BE IT RESOLVED, BY <br />THE BOARD OF COMMISSIONERS OF LEE COUNTY: <br />That Lee County will arrange financing for <br />all remaining costs of the project, if approved for a State <br />grant award. <br />That Lee County will require the City of <br />Sanford to adopt and place into effect on or before completion <br />of the project a schedule of fees and charges which will provide <br />n <br />
