of the Sanford Airport, and Mr. James. Pate, -Engineer, appeared' before the Board.' Mr. Ogburn outlined the history of the Sanford Airport. Alderman Black requrested that the County adopt the City's proposal for making the Airport a jointly owned and operated governmental function. .After- discussion, Dr. John E. Dotterer moved that the proposal- of the City of Sanford be accepted, that is: 1. _ That-the-.City, and:County assume joint ownership of the Airport and participate in the running and funding'of the Air port and it's facilities on an equal basis. 2.. That the present Airport Commission be abolished and a new governing body be established as the Sanford/Lee County Airport Commission with representation being appointed on a 50/50 basis by City and County officials. 3. That improvements under'stage 1'A and 1B (of Master Plan) proceed in the following sequence of events: a) That the County will participate with the City in the justification stage which is limited to a $2,000: 00 engineering expenditure to be shared equally with the city. b) That the new Airport Commission be auth- orized to proceed with application for Federal and State funds. c) That the engineering firm proceed according to the contract guidelines. and that the sum.of $1; 000. 00 be appropriated-from the unappropriated surplus in the 'General Fund for the purpose of funding the County's share of the expense for the justification stage of the master plan for improvements. Commissioners Cooper and Hancock seconded the motion. Upon a vote, Commissioners Cooper, Dotterer; Hancock, F. Wicker and G. Wicker all voted for it and no one voted against it. Commissioner Franklin D. Wicker moved that Chairman Gordon A. Wicker and Comm- issioners Hal L. Hancock be appointed as a committee to work with the City for a joint Ordinance for the establishment of a governing body to be established as the Sanford- Lee County Airport Commission and directed the County Attorney to assist them in such work. Commissioner Cooper seconded the motion and upon a vote it was unanimously adopted. The Board next proceeded to open bids for the-furnishing of aluminum windows for the Courthouse Annex Building. The bids received were as follows: Contractor Base Bid N. C..Sales Tax Total Edmonds Associates Apex, North Carolina $5,957.00 $ 238.28 $ 6, 195, 28 Flythe School Equipment ' Raleigh, North Carolina $6, 978. 00 $ 285. 00 $ 7, 263. 00 Commissioner John E. Dotterer moved that the low bid of Edmonds Associates be accepted and that the sum of $6, 200. 00 be appropriated from the funds derived from Revenue Sharing to the Maintenance Budget for the Courthouse Annex for such purpose: Commissioner Cooper seconded the motion and upon a vote, Messrs. Cooper, -Dotterer,Hancock, F. Wicker and G. Wicker all voted for it and no one voted against it. The Board next proceeded to open the bids received for.the Community. Development Project.
