of the Sanford Airport, and Mr. James. Pate, -Engineer, appeared' before the Board.' <br />Mr. Ogburn outlined the history of the Sanford Airport. Alderman Black requrested that <br />the County adopt the City's proposal for making the Airport a jointly owned and operated <br />governmental function. .After- discussion, Dr. John E. Dotterer moved that the proposal- <br />of the City of Sanford be accepted, that is: <br />1. _ That-the-.City, and:County assume joint ownership of the <br />Airport and participate in the running and funding'of the Air <br />port and it's facilities on an equal basis. <br />2.. That the present Airport Commission be abolished and a <br />new governing body be established as the Sanford/Lee County <br />Airport Commission with representation being appointed on a 50/50 <br />basis by City and County officials. <br />3. That improvements under'stage 1'A and 1B (of Master Plan) <br />proceed in the following sequence of events: <br />a) That the County will participate with the <br />City in the justification stage which is limited to a $2,000: 00 <br />engineering expenditure to be shared equally with the city. <br />b) That the new Airport Commission be auth- <br />orized to proceed with application for Federal and State funds. <br />c) That the engineering firm proceed according <br />to the contract guidelines. <br />and that the sum.of $1; 000. 00 be appropriated-from the unappropriated surplus in the <br />'General Fund for the purpose of funding the County's share of the expense for the <br />justification stage of the master plan for improvements. Commissioners Cooper and <br />Hancock seconded the motion. Upon a vote, Commissioners Cooper, Dotterer; <br />Hancock, F. Wicker and G. Wicker all voted for it and no one voted against it. <br />Commissioner Franklin D. Wicker moved that Chairman Gordon A. Wicker and Comm- <br />issioners Hal L. Hancock be appointed as a committee to work with the City for a joint <br />Ordinance for the establishment of a governing body to be established as the Sanford- <br />Lee County Airport Commission and directed the County Attorney to assist them in <br />such work. Commissioner Cooper seconded the motion and upon a vote it was unanimously <br />adopted. <br />The Board next proceeded to open bids for the-furnishing of aluminum <br />windows for the Courthouse Annex Building. Dotterer moved that the low bid of Edmonds <br />Associates be accepted and that the sum of $6, 200. 00 be appropriated from the funds <br />derived from Revenue Sharing to the Maintenance Budget for the Courthouse Annex <br />for such purpose: Commissioner Cooper seconded the motion and upon a vote, <br />Messrs. Cooper, -Dotterer,Hancock, F. Wicker and G. Wicker all voted for it and <br />no one voted against it. <br />The Board next proceeded to open the bids received for.the Community. <br />Development Project.
