Pollution`Control Financing-Authority. Comin= <br />issioner Franklin D;, Wicker seconded. the motion and upon a vote, 'it was <br />unanimously adopted.. 4 <br />_ Mrs:' Cynthia Haywood and Mr. Franklin Matthews, of the <br />Johnston Lee Community. Action Program, .appeared before the `Boa`rd and <br />f i <br />requested'to lease the.wooden building,located-to the rear`of'the'Adult;Education <br />Center on the CountyHome -Property' for use in operating the Head Start Program. <br />Mr, Franklin Matthews explained that extensive,renovations.wouldybe'made and <br />hecause•of;them cost of'-'renovation` they-would need _ a five year lease. After ascer- <br />'taining'that the facility was not needed by the Central Carolina Technical-Institute, <br />Commissioner,Franklin D. Wicker moved that the facility be.leased to the Johnston- <br />Lee County Community Action, Inc., for a period.of five years, 'for the operation <br />of a Head Start Program; provided, however if the County should find; it necessary <br />-to terminate the lease `within,the five year period, it would reimburse the Johnston- <br />Lee County Community Action ;Inc. , for-it . s renovation up to the. amount of ` <br />$10,060.00, at'the rate of one-fifth of the. renovation cost for each year less than five <br />years of occupancy'by•the. Tenant and further provided that in ascertaining the <br />renovation costs,,no.charge shall be-made-for labor which is furnished under any - <br />grant program for which the Tenant is not obligated to make reimbursement. <br />Commissioner Hal L. Hancock seconded the.motioin and upon a vote it.wa.s unanimous- <br />ly.adopted. <br />The monthly:. bills 'as listed by the County'Finance -Officer-were <br />reviewed'=and ordered paid upon motion of Commissioner:William H.. Cooper, <br />duly seconded by Commissioner Franklin D. Wicker, which motion was, unanimous- <br />ly adopted, upon a vote. <br />Upon motion of•Gommissioner William H;--Cooper,,-duly' seconded'- <br />by Commissioner Franklin D„Wicker,' it was unanimously,-resolved'.to designate" <br />'.Commissioner Hai L, Hancock,, as delegate and Commis"sinner Franklin D.. <br />Wicker, 'as alternate delegate to.the 197& annual meeting-of the North Carolina' <br />Association of,.County Commissioners. " <br />Commissioner°William H.
