~aax "~sf699 <br />The Chairman then announced that the Board would proceed to. <br />'hold a public hearing on the question of the adoption of the Model Housing Code. <br />The Chairman then recognized Mr. Cleveland Birdsong of the Departmentaof <br />Natural and.Economic Resources, who spoke on behalf of adlption of the Code. <br />Others. who were recognized and spoke were Mressrs. Melvin Phillips, Elwin <br />Buchanan, Boyce Cox.and.Mrs. R. B. Guthrie. No one else. asked to be <br />recognized and the public hearing was closed. <br />Mr:' Jim Pate and Mr. Ed Fleis of Williams and Works, appeared <br />before the Board and reviewed bids received on the Lyons Bottom project. The <br />engineers recommended the project be reduced to a one block improvement on <br />Washington Avenue north of Fields Drive and leave the water and sewer-lines <br />as originally planned. They stated that Washington Avenue south of Fields Drive <br />would be lct as it is except it would be resurfaced after the water and sewer lines <br />had been installed. After discussion and review, Commissioner Hal L. Hancock <br />moved'that if the revisions to the project were approved. by HUD and City of Sanford, <br />then the low base bid of J. F: Wilkerson Contracting Company, Inc.,, in the amount <br />of-$237, 65,4.75,. plus $2„352.50, for the additive alternates for a total combined <br />bid of $240, 007:25, as•reduced by change order no. 1 in the amount of $66, 177. 65, <br />for a net contract amount of $179, 829. 60, be accepted and the Chairman and Clerk <br />be authorized':toiexeciitera"contract with said party in that amount on behalf of the <br />County: Co'mmissione'r. Dotterer seconded the motion and upon a vote, it was <br />unanimously adopted. <br />Commissioner William H. Cooper moved the adoption of the <br />following: <br />RESOLUTION OF THE BOARD OF COMMISSIONERS OF <br />LEE COUNTY CONCERNING THE, CREATING OF A <br />CITIZENS' ADVISORY COMMITTEE FOR COMMUNITY <br />DEVELOPMENT <br />WHEREAS, the BOARD OF COMMISSIONERS FOR LEE <br />COUNTY has determined it to be to the best interest of the citizens <br />of Lee County to set up a Citizens' Advisory. Committee to assist <br />in identifying Community Development needs for'Lee County; and <br />WHEREAS, Section 104 (a) (6) of the Housing and Community <br />Development Act of 1974 provides, that public hearings shall be <br />held prior to submission of an application for Community <br />Development funds;: and <br />WHEREAS, the Board of Commissioners for Lee County resolves <br />the following: <br />Section 1. That there is hereby created a Citizens' Community <br />Development Advisory Committee in Lee County. <br />Section 2. That the advisory c ommittee shall be composed of not <br />less than five and not more than 10 members to be selected from <br />among the resident citizens of Lee County;. provided that no member <br />shall hold public office. <br />'be <br />Section 3. That the membership of the advisory committee shall <br />composed of citizens representative of all social and economic <br />levels to include minority groups. <br />Section 4.' That advisory committee members shall be appointed <br />to serve at the pleasure of the Board of Commissioners. <br />
