i;'3 <br />�, <br />SECTION 3 <br />MINIMUM QUALIFICATIONS OF PROPOSER <br />3.1 Proposals will be considered only from firms normally engaged in performing the type of <br />work specified within this Request for Proposal. In the determination of the evidence of <br />responsibility and ability to perform the required services by the Proposer, the County in <br />its discretion shall determine whether the evidence of responsibility and ability to <br />perform is satisfactory. The County reserves the right to reject any or all proposals. <br />3.2 Proposer must be licensed to do business in the State of North Carolina. <br />3.3 Proposer must have previous experience in the performance of projects of a similar <br />nature to ensure timely and efficient completion of any disaster project. <br />3.4 Proposer warrants that he /she is fully qualified, with adequate personnel, experience and <br />resources to undertake the services required and meet all obligations outlined in this RFP <br />and the resulting contract within a reasonable time. <br />3.5 Proposer shall be an equal opportunity employer and shall adhere to all applicable local, <br />state or federal affirmative action requirements. <br />SECTION 4 <br />PROPOSAL REQUIREMENTS <br />In addition to the completely filled "Contractor's Price Proposal ", all proposals must provide the <br />following: <br />4.1 Cover letter/Executive Summary describing the Proposer's firm and including names, <br />address, phone number, fax number and email address of the person or firm submitting <br />the proposal. Provide the name and title of the contact person and person authorized to <br />contract for the firm. <br />4.2 The Proposer's qualifications to meet the County's objectives and to perform the tasks <br />listed within this RFP. This shall include a statement regarding the financial capability of <br />the company, a description of the office(s) from which the service is being performed and <br />nature of staff and a list of equipment available for recovery projects. <br />Page 11 <br />
