Commissioner Reives asked that a change be made to the Minutes of the Budget Work Session <br />held on February 21, 2014 to show that he and Commissioner Frazier left the meeting early to attend a <br />funeral <br />Commissioner Womack moved to approve the Consent Agenda which consisted of the following <br />items: <br />• Minutes from the March 17, 2014 closed session meeting, <br />• Minutes from the March 17,2014 regular meeting, and <br />• Proclamation for Lee County 2014 Litter Sweep (copy attached). <br />Upon a vote the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Parks, Reives, Smith, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />At this time the Board held a public hearing that had been advertised for this date and time in <br />reference to a program amendment for the FY 2011 Community Development Block Grant (CDBG) <br />Scattered Site Housing Project. Planner Karen Kennedy outlined the 'hearing request and stated a <br />public hearing must be held for projects when more than 10% of funds are reallocated within the <br />approved project activity line items. <br />Chairman Parks opened the public hearing. <br />No one present spoke for or against the program amendment for the FY 2011 CDBG Scattered <br />Site Housing Project. <br />Chairman Parks closed the public hearing. <br />Pursuant to N.C. General Statute §153A -52.1, Chairman Parks opened the floor for Public <br />Comments. The following signed up to speak and were allowed 3 minutes for comments: <br />Mr. Keith Clark, 212 Acorn Drive, Sanford, NC <br />The Board considered a Resolution to accept a bid for vacant surplus property. County Manager <br />John Crompton stated at the March 17, 2014 meeting of the Board, an offer was accepted from <br />Cameron and Darlene Francis for the purchase of property located on Stroud Street in the City of <br />Sanford. An offer of $2,700 was accepted and the notice to purchase ran in The Sanford Herald on <br />March 21, 2014. No additional bids were received per the newspaper advertisement so the Board is <br />now asked to approve a Resolution Accepting the Final Offer, contingent upon approval of the City of <br />Sanford. After discussion, Commissioner Reives moved to approve the Resolution Accepting the Final <br />Offer for the Sale of Property Located on Stroud Street in the City of Sanford, a copy of which is <br />attached to these Minutes and by this reference made a part hereof. Upon a vote, the results were as <br />follows: <br />Aye: Dalrymple, Frazier, Knecht, Parks, Reives, Smith, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />2 <br />
