LEE COUNTY <br />Committed Today for a Better Tomorrow <br />LEE COUNTY BOARD OF COMMISSIONERS <br />RESOLUTION <br />HONORING COUNCIL MEMBER WALTER MCNEIL, JR. <br />�o1+- ("o' <br />WHEREAS, Sanford native Walter McNeil, age 75, passed away unexpectedly on March 30, 2014; and, <br />WHEREAS, Mr. McNeil is survived by his wife, Billie, and one son, Michael; and, <br />WHEREAS, Mr. McNeil graduated from Winston-Salem State University with a bachelor's degree in education <br />and a received a master's degree in Administration from North Carolina A&T State University in Greensboro; <br />and, <br />WHEREAS, Mr. McNeil, a retired educator with the Lee County School System from September 1963 — June <br />1994, Sanford City Councilman, and advocate, touched the lives of many throughout his career in teaching, <br />coaching, and mentoring; and, <br />WHEREAS, Mr. McNeil was a current member of the Sanford City Council since January 1981 when he <br />became the first African American member of the Council; and, <br />WHEREAS, Mr. McNeil served faithfully and consecutively on the Sanford City Council for 33 years and was <br />last re-elected in November 2010; and, <br />WHEREAS, Mr. McNeil served three terms as mayor pro tem from December 1993 through December 1997 <br />and December 2005 through December 2007, and was appointed to the North Carolina League of <br />Municipalities Board of Directors for 2005-2006, where he represented cities and towns in Lee, Harnett, <br />Cumberland, Hoke, Moore, Sampson, and Scotland counties; and, <br />WHEREAS, Mr. McNeil established the National Night Out crime prevention program in 1993 and was an avid <br />spokesman for parks within neighborhoods, including the one on Pineland Street which was named "The <br />Walter H. McNeil, Jr. Park" by the community as a show of gratitude for his support and dedication; and, <br />WHEREAS, Mr. McNeil was known for his honesty, his integrity, and level head and calmness when dealing <br />with situations, and he will also be remembered for his flower arranging talent. <br />NOW, THEREFORE, BE IT RESOLVED that the Lee County Board of Commissioners does hereby honor Mr. <br />Walter McNeil, Jr. for his dedication and years of service on the Sanford City Council and his concern and <br />caring for the citizens of Sanford. <br />BE IT FURTHER RESOLVED that this Resolution be made a part of the Minutes of the April 7, 2014, meeting <br />and a copy presented to the McNeil family. <br />Adopted this 7th day of April 2014 <br />i <br />Robert T.
