E. <br />_ Information <br />Meeting Date: April 7, 2014 XX Action Item <br />Consent Agenda <br />SUBJECT Renewal of Lee County Health Insurance Plan <br />DEPARTMENT Human Resources <br />CONTACT PERSON Joyce McGehee, SPHR, IPMA -CP, Human Resources Director <br />REQUEST: Approve proposed health insurance recommendations <br />SUMMARY It is proposed that Lee County remain with BCBS of North Carolina for health <br />insurance purposes for the 2014/2015 plan year. <br />It is proposed that the current PPO health insurance benefit remain the same for FY 2014/2015. The PPO Plan <br />is a basic co -pay plan of $20 for office visits and pharmacy co -pays of $4, $40 and $55. The monthly cost to the <br />employee will be 58.06 per month for those employees who participate in the county's wellness program and <br />screenings. Non - participants premiums will increase from $75.40 to $83.06 per month. <br />It is proposed that the current HSA Plan remain the same with a $1,000 contribution by the county for those <br />employees who participate in the county's wellness program and screenings. Non - participants will receive a <br />$700 contribution to their HSA Account. The county's contribution is made to the HSA Plan to help defray costs <br />because the HSA Plan does not have co -pays for office visits and pharmacy. Employees are responsible for <br />100% of charges up to $1,500 before BCBS pays anything. The employee monthly premium will remain at $0. <br />It is proposed that retirees who are pre -sixty five (65) have the option of choosing between the PPO and the HSA <br />(premiums for PPO will be $83.06 per month) (0 premiums for HSA and $700 in HSA Contribution). <br />It is proposed that Post — 65 retirees remain on the MAPD Plan which is expected to increase in January 2015 <br />by 9.5 %. <br />BUDGET IMPACT Cost increase of 11.3% ($252,782.52) annually <br />ATTACHMENTS (1) 2014/2015 Renewal Rates, and <br />(2) Group Application <br />PUBLIC HEARING No <br />RECOMMENDATION Approve health insurance recommendations and authorize the Chairman to sign <br />the application and contract of Blue Cross and Blue Shield for Health Insurance effective August 1, 2014 through <br />July 31, 2015. <br />
