Upon a•roll call vote, Messrs. Cooper, Potterer, Hancock, <br />;F. Wicker and G. Wicker all voted for it and no one voted against, it <br />A copy of the Central Business District Study was distributed to <br />the members of the Board for 'their consideration. <br />Upon motion. of.Commissioner Franklin D. Wicker, duly seconded <br />by Commissioner Hal L. Hancock, it was unanimously resolved to designate the <br />week of-November 18th through November .25th, 1976, to be Farm-City Week and <br />to authorize the Chairman to issue a proclamation to that effect. - <br />- The Chairman declared that the meeting was'iopen f ' he purpose' <br />of conducting a public hearing on the proposed 1`977-78°Community`Dfe6e16pment,' <br />: Program... The Chairman recognized Mr. Elwin Buchanan who gage an explanation <br />of the point system used by the Federal, authorities in-evaluating and grading <br />proposed products. The Board heard from Mr's. Ophelia' Palmer,-'Mr. Terry.- <br />Wicker, Mrs. Onita-Howard, and Mr. JaiiesWomack; A majority of the time w_as <br />.spent discussing the need for water'in the Osgood Community,-;After all persons <br />had been given an opportunity to speak, the public hearing was closed,, upon motion <br />of Commissioner Franklin D. Wicker, which motion was seconded by 'Commissioner <br />Hal L.,,Hancock and upon a'vote, duly adopted, <br />Mr. Elwin Buchanan, Director.of the Community Development <br />Department, appeared before the.Board and presented for the Board's consideration, <br />a resolution establishing just compensation-for certain parcels of land or improve- <br />ments in the Lyons Bottom Project Area. Commissioner William H. Cooper moved <br />the adoption of the following resolution: <br />BE.IT RESOLVED: <br />WHEREAS, an.appraisal.report' by. Mr. Roy <br />Utley for parcel shown.on the attachment to.this resolution, <br />were presented to'the-Lee.,Couinty Board of Commissioners. <br />for their'review; and <br />'WHEREAS, ,.a review appraiser's (Mr. Clyde <br />Burge), Fair Market Value determination and his, report therein' <br />was reviewed by,the Board of Commissioners at.the meeting <br />held on November 1, 1976; and <br />WHEREAS; information pertaining -to the name <br />of owner, parcel number and location was available to each member <br />of.the•Board-of Commissioners; and <br />WHEREAS, the-Lee County Board of Commissioners <br />wish to establish Just Compensation for the improvement (house) <br />located on the parcel to be acquired by the Board of Commissioners; <br />and <br />WHEREAS; the delimitsof'the property-and <br />the interest to b6 acquired therein was presented to the Board <br />- <br />of Commissioners; . <br />NOW, THEREFORE,' BE IT RESOLVED: <br />THAT, the Board of Commissioners of the County <br />of Le'e.certifies:that the work of the appraiser and the review <br />appraiser, with respect to each property has been performed in a <br />competent manner in'accordance with applicable State law.
