<br />The Chairman advised the Board that the'Jaycee Christmas Parade
<br />would be held on November 29th, 1976.
<br />Commissioner William H. Cooper_pr"esented the plan s for the
<br />development of the San-Lee Recreational Park.' These plans contained the
<br />revision-suggested':by the Parks and Recreation Commission and had already
<br />been-approved by the Economic Development Agency.
<br />Commissioner Cooper moved the approval of the revised plan.
<br />Commis'sio'ner'Dot terer.seconded the motion, and upon a vote, it was unanimously
<br />_ adopted.
<br />Commissioner' William H; Cooper reported to the Board that the
<br />Parks and'Recreation Commission had had to'make some"-change in the priorities
<br />m the'improvements,at the O, T. Sloan Park;' and whereas, they had'intended to
<br />E gI t,the parking lots; but found that it wa-s"ne'cessary to divert funds originally `
<br />intended for that purpose to putting in a drainage"system.to prevent erosion from
<br />undermining: the paved portion of the parking'-lot;
<br />Commissioner William H. Cooper reported that the,Parks and
<br />Recreation,Commission,recommended the purchase of a,49/100 of an acre tract
<br />from the. Bost family,adjoining the-San-Lee Recreation Park,and in particular,
<br />the homersite of the ranger or.caretaker. .Comrnissioner•Cooper'moved that the
<br />purchase of this:site'be authorized. Cornms`sioner-Dotterer seconded the motion
<br />and upon a vote, it was unanimously adopted, -
<br />The Clerk reported to the Board that the right of way obtained
<br />from:Dunning, Ltd., which runs from U. S.'Highway(# 4Z1, to the site of the
<br />water tank in the Clawson L. Williams Industrial Park, 'contains within it three
<br />poser poles and a power line which serves the area,: Carolina Power & Light
<br />Company had, been contacted and they advised that it is necessary that.their poles
<br />be moved from the'Couhty's right of way and that the ,cost of such removal will be
<br />$2,520.00. Commis'sioner-Cooper.moved'that the Board authorize the payment of
<br />$2,'520.00 to the Carolina Power & Light Company'for the'r6movab and re-location
<br />`''of said poles and utility lines-from within the County's right of way, said funds to
<br />be-taken from the -bond proceeds'in the'Contingency.Fund, for"said purchase.
<br />Commis•sioner'Hancock seconded the motion and upon a~vote, it was unanimously
<br />adopted.
<br />Mr. Elwin Buchanan, Grants:. Director and Mr.' Ed Fleis, of
<br />Williams & Works, Engineers, 'appeared before the 'Board and recommended that'A~
<br />the alternate bid received for-the construction of the access road.to the- Lift-Station
<br />in.the Northview Sewer Project; be accepted:.. ;These,gentlerrien reported that
<br />
<br />attemps`to'get the Department of Transportation to construct the road had not been
<br />successful and. they saw no hope of securing such help, ..The Board, however, felt
<br />that with.a change, in administration,, efforts should be made to see if such assist-
<br />ance could be obtained and Commissioner'-Dotterer`moved to table consideration' of
<br />the matter at this time... Commissioner Cooper seconded the motion and upon a
<br />Vote it was unanimously adopted-.

<br />Mr.. Elwin Buchanan reported that he, had received,a.request from a
<br />Mr;' W. -Smith, one. of the property owners,along the Nor•thview sewer"line,
<br />requesting payment for the trees removed'from the'right of way he-granted.to the
<br />County.' Mr..Buchanan. r.eported that, apparently the trees were cut and removed
<br />by someone without Mr. Smith being notified. Commis'siorier.Dotterer moved that
<br />Mr. Smith°be paid: the sum of-$75. 00 for the value of-the timber cut within the right
<br />of way_and for the granting of the right of way with'said funds to`be, taken from the
<br />Contingency Fund established for the said.Ngrthview sewer line project. Comm-
<br />issioner Hancock seconded the motion and upon,a'vote, Messrs. Cooper, Dotterer,
<br />Hancock, Franklin D. Wicker and Gordon A. Wicker all voted for'it and no one
<br />voted against it.
